Dear Honorable Minister Dr. Marial Dongrin Ater,

I hope this message finds you well.

I am writing to respectfully request the urgent development and implementation of a comprehensive national strategy to regulate and strengthen the banking system in South Sudan. As the country continues its journey toward economic stabilization and growth, a well-regulated, transparent, and resilient financial sector is critical for fostering investor confidence, protecting depositors, and promoting inclusive economic development.

Currently, the absence of a clear and enforced regulatory framework has resulted in challenges such as limited financial access, unstandardized practices among financial institutions, and insufficient protection for consumers. These issues hinder economic progress and pose risks to the broader financial stability of the country.

We therefore urge the government to consider the following steps in the development of a banking regulatory strategy:

1. Establishing a Robust Legal and Regulatory Framework aligned with international standards and best practices.

2. Strengthening the Central Bank's Oversight Role, including enforcement of prudential regulations and regular audits.

3. Promoting Financial Inclusion through the regulation of digital and community banking services.

4. Enhancing Transparency and Accountability in both public and private banking institutions.

5. Capacity Building and Technical Assistance for regulatory staff and banking professionals.

We believe that a clear and forward-looking regulatory strategy would significantly improve investor confidence and help create a more stable and inclusive financial system for all citizens of South Sudan.
