Gen. Lazaro SymboyweThe overwhelming complacency immediately before the referendum for no hurdled extensive recognition of the new state of the Republic of South Sudan was the most prominent, as the promotion of smooth parting of the two states was staged by president Omar El Bashir by his historic visit to Juba.

His speech relaxed any anticipated tension, and encouraged the southern citizens in the north to vote for separation without fear or hesitation. The role played by the head of state was un matched in all the self-determination experiences around the world and should be commended. This spirit seems to be waning these days as the escalation of hostile rhetoric speeches and actions became the order of the day. Especially the unprecedented Abyie incident a few days ago.

Dr. Peter Adwok Nyaba on his hospital bed in Nairobi had told the people that the current SPLM leadership is not qualified to lead the south to the aspired nationhood.

Salva laments over the incident of Abyie and blames the sons of Abyie in the SPLM for bulling him, mentioning Deng Alor in particular.

Pagan Amum had prior to this time accused Omer Al Bashir for personally arming the militia to destabilize the GOSS.

Justice John Luk Jok shamelessly framed a controversial DTCSS which is becoming more disowned as it’s passing date becomes nearer. One gigantic blow to Luk Jok’s document is Abyie bursting in their faces, as the polished would be dictator laments over inclusion of Abyie in DTCSS. Many people had been telling Salva Kiir that many of his team are doing him harm than good. Now is the time to reap what SPLM had sown.

The issues at stake make the SPLM very vulnerable and jeopardies the announcement of the new state on schedule, and exposes the SPLM leadership to the southern people and to the international community as non pragmatic party with no program.

The General, Lazaro,Symboywe in Oxford work shop had this to say

the sovereignty of South Sudan was inherently defined by sovereignty over a clearly defined land mass and territory, as internationally recognized as it stood on January 1956. That the attempt to lay claim over Abyei territory without completion of due process as made in the Draft Transitional Constitution of South Sudan 2011, risked igniting conflict and dispute which could derail negotiations on post referendum issues, and should be handled with a greater sense of patience on both parties, NCP and SPLM and perhaps needed time to allow mediation through 3rd parties to reach agreement on matters of dispute”

When the two parties agreed to continue negotiations on issues which could not be implemented before the referendum, would have a clear impact bearing on the announcement of the new state, these are;

1. Borders demarcation between the south and north.

2. International debts.

3. Popular consultations in south blue Nile and south Kordufan

4. Abyie protocol.

Now it appears that many conditions got to be considered in the south and not between the north and the south. These are conditions which will make the atmosphere conducive for smooth transitional transfer of sovereignty to the south as to deliver a viable no failed state. These are;

1. The unity of southern Sudanese is essential before the announcement of the new state(This had been established as the south-south dialogue and it resolutions).

2. To bring together the rebel military officers to table and straighten the grievances.

3. Re-visit the DTCSS so as to involve wide sectors of the people in the south.

4. To form broad base government to reflect inclusiveness of people of the south.

Without the above mentioned conditions, the recognition of the New State of Republic of South Sudan becomes an issue of rethought by many circles including the northern Sudan that had already made a very clear pledge to be the first to bless the new state as Omar Al Bashir promised that his plane will be the first to touch down at Juba airport for the occasion, with this many countries will follow suit as the friendly spirit of the post referendum era will prevail. Northern Sudan should not be taken for granted as it has its friends and sister countries that it can dissuade to not effect the recognition of the ROSS. We are not living in an Island and we need every single friend to further our course and support. Also without internal harmony, many countries specially those providing grants will be reserve to fully throw their weight behind a failed state.

We would want the EU to refrain from delivering the pledged 200 million Euros until there is a government of the people, by the people and to the people in the South Sudan before the money find its way into private coffers as it has been the case with the Ten Billions US dollars that had been delivered during the last six years. The International Community has to put pressure on the SPLM/A to be inclusive for all southern people before the declaration of the independent state on 9/7/2011.
