Petition: From Collo Intellectuals Committee – Juba

To: H.E. the President,
Republic of South Sudan – Juba

We, the Collo Intellectuals Committee, would like to congratulate your Excellency for having taken a bold decision of signing compromise peace agreement on 26th August 2015.

We, however, appreciate your dire commitment for working very hard to achieve peace and stability in the country. Moreover, we are much concerned about the suffering of innocent people of South Sudan especially after obtaining golden independence.

We, the Collo Intellectual Committee, (CIC), would like to present to your Excellency our grievances against the Presidential Order No 36/2015.

1- Establishment Order No 003/10/2004, for the formation of counties in Collo Kingdom by the Late Hero, and the founder of the SPLM/A, Dr. John Garang De Mabior in 2004 was as follows:

(a) Panyikango County
(b) Makal County
(c) Pashoda County
(d) Manyo County

These counties existed on the ground until the Presidential Order No.36/2015

2- Our Expectation as Collo Intellectuals Committee (CIC)

2.1 Your Excellency, we were expecting the dissolution of the order of the founder for the year 2004.

2.2 Therefore, we are deadly against the annexation of a part of our territory to any other areas. If the division was based on ethnic grouping, then the Collo Kingdom should remain intact.

2.3 It is worth mentioning that, Collo communities reside on both sides of the River Nile and Sobat River ranging from Lake No upto the end.

2.4 Your Excellency, this is a total violation of the Transitional Constitution, of South Sudan for 2011, amended 2015 Art. 162(1), (3), (4) and Art. 166(A) and 6(A)
We, the Collo Intellectual Committee, are yearning for a permanent peace settlement in our nation as stipulated in the compromise peace agreement on the resolution of conflict in South Sudan as put in preamble quoted under:

"Cognizant that a federal system of government is a popular demand of the people of South Sudan and the need for the TGONU to reflect this demand by way of devolution of more power and resources to lower levels of government and to initiate that a federal and democratic system of governance that reflects the character of South Sudan and ensures unity in the diversity be enacted during the permanent constitution making process".

Your Excellency, the annexation of Collo land to the other areas will not bring peaceful coexistence in the state. Therefore, we the Collo intellectual committee (CIC), would like to appeal to Your Excellency to implement the compromise peace agreement of Resolution of conflict in South Sudan that you signed on 26th August 2015.
