The Central Equatoria State Council of Ministers has approved two major policy memos aimed at improving conditions in orphanage centers and strengthening healthcare services across the state amid ongoing economic difficulties and declining donor support.
The decisions were reached during the Council’s ordinary session chaired by Governor Emmanuel Adil Anthony in Juba on Thursday.
The first memo, presented by Hon. Elizabeth Pita, focused on the assessment of orphanage centers operating within Central Equatoria State. The report highlighted key challenges affecting child welfare institutions, including limited resources, operational constraints, and the need for improved standards of care and protection for vulnerable children.
Following deliberations, the Cabinet approved the recommendations and directed the State Ministry of Gender, Child and Social Welfare, in coordination with the State Ministry of Finance, Planning and Investment, to implement the proposed interventions aimed at improving conditions in orphanages and strengthening oversight mechanisms.
Council members emphasized the importance of ensuring safe and supportive environments for orphaned and vulnerable children, particularly at a time when many social institutions are facing financial strain.
In a separate presentation, Hon. Joyce Bakuwa tabled a memo outlining urgent measures to address gaps in healthcare service delivery across the state.
According to the Health Ministry, several medical facilities have been affected by shortages of medicines, medical equipment, and operational funding following the economic downturn and the reduction of donor-funded health programs. The situation has placed increasing pressure on health institutions struggling to meet the growing demand for medical services.
After extensive discussions, the Council approved the health sector recommendations and instructed the State Ministry of Health to immediately proceed with implementation plans aimed at restoring and improving healthcare delivery.
The approved measures are expected to focus on supporting health facilities, improving the availability of essential medicines, strengthening healthcare operations, and ensuring communities continue to access basic medical services despite the current economic challenges.
The Council said the approval of the two memos demonstrates the state government’s commitment to strengthening social welfare programs and improving essential public services for residents across Central Equatoria State.
