Subject: Appeal to Stop Genocidal Campaign Perpetrated by Nuer Factions of the Sudan People’s  Liberation Movement-in-Opposition (SPLM-IO) in Coalition with the Nuer Militia Known as White Army  in Chollo (Shilluk) Kingdom, Upper State, South Sudan. 

Humanity has been subjected to unprecedented terror and extreme violence in Chollo (Shilluk)  Kingdom, Upper Nile State, South Sudan, and is bleeding, suffering and dying. Thus, we are appealing for immediate moral and material assistance from you: Genocide Prevention Organizations, Human  Rights Groups, Humanitarian Organizations and Peace-loving Nations as more than three thousand  more than (3,000) innocent civilians have been massacred, in addition to untold number of injured and  missing people and massive displacement of civilian population, as reported by eyewitnesses and news  agencies. For example, “over 3,000 civilians killed in Fashoda violence – says official'', eyeradio.org, 14  December, 2022.This genocidal campaign and crimes against humanity are being committed by Nuer Factions of the Sudan People’s Liberation Movement-in-Opposition (SPLM-IO) in coalition with the so called White Army (Nuer militia) that has crossed from another state (Jonglei State) within the country to target defenseless Shilluk civilians in their villages in Upper Nile State, including those who have  sought protection in internally displaced persons (IDPs) camps - namely Adhidhiang and Aburoc IDPs  camps both of which were established by humanitarian agencies. 

The heartless, barbaric Nuer Factions of the Sudan People’s Liberation Movement-in-Opposition (SPLM IO) and heavily armed Nuer ethnic militia implement a scorched-earth genocidal agenda, indiscriminately  killing Shilluk civilians, including the elderly, children, and women, abducting Shilluk women and girls,  burning down villages, looting properties, taking livestock and destroying farms and produce on which the  Shilluk communities depend for food and livelihood. 

Though publicly claiming to be responsible for the security of the people it governs, the government of  South Sudan refuses to take any action to stop the cold-blooded massacre of the Shilluk civilians which  appears to be a planned and coordinated genocidal campaign executed by the Nuer Factions of the SPLM IO and the Nuer ethnic militia, as the government selectively intervenes to stop intercommunal violence  in certain parts of the country and not in other cases of intercommunal violence. For instance, the  government sent an army contingent to stop intercommunal violence between ethnic Dinka of Warrap  State and Abyei Administrative Area. The government also sent to stop the Warrap-Abyei intercommunity  violence a high -level delegation led by Presidential Security Advisor, an action the same government is  refusing to take in other instances of intercommunal fighting that has now become widespread and  escalating in the country.

In light of, the gravity of the situation, precisely, genocidal campaign perpetrated by the Nuer Factions of  Sudan People’s Liberation Movement-in-Opposition (SPLM-in-IO) and Nuer ethnic militia (White Army),  as described above, against innocent Shilluk civilians in Chollo (Shilluk) Kingdom, Upper Nile State, South  Sudan, we, the Chollo Community Leaders in Diaspora, condemn in the strongest terms possible these crimes against humanity committed by the ethnic Nuer Militia and their associates and appeal to you:  Genocide Prevention Organizations, Human Rights groups, Humanitarian Organizations and Peace loving Nations to urgently take action to help stop the targeting and mass killings of innocent Shilluk  civilians in Upper Nile State and to make the perpetuators of these crimes against humanity  accountable for their crimes.
