The Nile Equatorial Lakes Subsidiary Action Program (NELSAP) invites expressions of interest from consultants to produce a hydroelectric power development plan including hydropower options for South Sudan and cross-border transmission options for regional power sharing. Responses are due April 26.

South Sudan previously called for bids by June 3 to construct the 42-MW Fula Rapids hydroelectric project on the Nile River and a 150-kilometer transmission line and substation in South Sudan. The World Bank recruited consultants in 2011 to draft an electricity sector strategy for hydro-rich Southern Sudan, which became an independent country from Sudan later that year.

NELSAP, a unit of the multi-nation Nile Basin Initiative of eastern Africa, now seeks consultants to perform a power demand forecast for South Sudan, assessing least-cost options, including economic, environmental and social aspects.

To be performed between September 2013 and September 2014, the work also is to include a study of cross-border transmission interconnections for possible sharing of energy resources of South Sudan with neighboring countries. In 2007, NELSAP recommended studies of 720-MW Fula 1 and 540-MW Fula 2 hydroelectric projects in the area.

Expressions of interest, including electronic submissions, are due to the address below by April 26, labeled "Expressions of Interest for Power Development Plan in South Sudan and Integration of South Sudan's Hydropower Potential into the Regional Power Grids."
