GENERAL DESCRIPTION OF TASKS AND OBJECTIVES TO BE ACHIEVED

Organizational setting:

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist Governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.


The FAO Representation in South Sudan is organized around three main units: Programme, Operations and Administration. The current portfolio of projects in South Sudan includes activities related to Agriculture, Livestock, Fisheries, Natural Resource Management, and is implemented with humanitarian, transitional and development funding. The incumbent will contribute to the country's smooth implementation of overall programme.


Tasks and objectives to be achieved:

The National Programme Officer is responsible in assisting the Programme Unit in day-to-day tasks related to resource mobilization and strategic planning, as well as overall smooth implementation of the FAO South Sudan resilience programme. His/her role will include supporting the drafting and consolidation of concept notes, project proposals and strategic documents. He/she will also be the focal point for follow up on project implementation status with project staff, their travel, administration and finance at Juba level. She/he will work under the overall supervision of the FAOR and Deputy FAOR, and in close consultation and collaboration with Head of Programme, on all programmatic and resource mobilization matters. Specifically, the incumbent will carry out the following:


  1. Support  the development of multi-sectoral food security and livelihood concept notes, project documents and strategic documents through working with the Technical teams.
  2. Act as a Focal Point to Project Managers based in the field who require follow up on project-related matters.
  3. Summarize monthly project delivery updates.
  4. Liaise with the Administrative/Finance, Logistics, Procurement and Operations Units on a timely basis regarding project implementation;
  5. Support the consolidated procurement process in support of timely program procurement of inputs, in close liaison with Operations and Procurement Units.
  6. Organize and participant in key stakeholder meetings/workshops, including UN agencies, government officials, NGOs and other partners and make all necessary arrangements.
  7. Co-support the M&E, Operations and Technical Officers in the monitoring of FAO South Sudan projects.
  8. Maintain comprehensive records of trainings, workshops, field missions and travel to assist with timely reporting and project monitoring.
  9. Update the FAO South Sudan pipeline table and project summary sheets on a monthly basis, and circulate to senior management and/or when necessary.
  10. Assist the programme team on resource mobilization including the compiling, drafting and collation of information in support of project proposal writing and design.
  11. Carry out other duties and responsibilities related to programme as assigned by supervisor.

Required Completion Date:

  1. Programme Officer liaises with project managers in a timely manner.
  2. Monthly updates on pipeline and project sheets submitted timely to senior management and/or when requested.
  3. Back to office reports filed in an organized manner.
  4. Necessary programme support provided when requested.
  5. Support the development of at least 5 project documents annually.
  6. Internal/external workshops/stakeholder meetings organized sufficiently.

Academic Qualifications:

Bachelor’s Degree in Food Security, Agriculture, Rural Development, Project Management, International Relations, or related field.

Technical competencies and experience requirements:

  • At least 5years of relevant experience in Food Security and Agriculture Technical Support, Programme Management, Project Implementation, Resource Mobilization and/or Strategic Planning (experience with UN agencies preferred).  
  • Working knowledge of English
  • Intermediate skills and competency in the use of MS Word, MS Excel, MS Outlook.
  • Experience of quantitative and qualitative data collection and analysis.
  • Sound knowledge and experience on writing reports.
  • Good interpersonal, communications, and facilitation skills.
  • Good knowledge of UN system, procedures and operational activities is an advantage.
  • Working knowledge of the English language along with writing and communication skills.
