Strengthening tax administration requires both strong institutions and effective legal frameworks. As part of South Sudan’s ongoing tax reform agenda, the South Sudan Revenue Authority (SSRA) continued to advance reforms to strengthen its organisational capacity and to develop a transfer pricing legal framework aimed at improving compliance, operational efficiency and service delivery.
Over two weeks, ATAF’s Head of Domestic Tax and Capacity Enhancement, Mr Emeka Nwankwo, and Ms Betty Ahwera, ATAF’s Transfer Pricing Expert, worked closely with SSRA officials through a technical assistance mission delivered under the Non-Oil Revenue Mobilisation and Accountability Initiative (NORMA I) Programme.
The mission focused on strengthening the Authority’s organisational structure while supporting the development of a transfer pricing legal framework tailored to South Sudan’s needs. Working alongside SSRA officials, the experts provided technical guidance on institutional arrangements and transfer pricing, helping equip the Authority with the structures, legal foundations and technical capacity needed to implement the reforms.
The mission formed part of ATAF’s broader cooperation with South Sudan under the NORMA programme, which supports the country’s efforts to strengthen non-oil revenue mobilisation and build a more effective and sustainable tax administration.
