United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in South Sudan invites applications from suitably qualified South Sudanese citizens to fill the post of Data Analyst, ICS - 8 based in Juba, South Sudan.

TERMS OF REFERENCE
II. Organizational Context |
|
The Data Analyst works under the oversight of the Head of the Humanitarian Financing Unit (HFU) and the direct supervision of the Humanitarian Affairs Officer. The post holder supports oversight and maintenance of the data management and data analysis systems and infrastructure of the HFU. Amongst others, the HFU is responsible for analysis of overall humanitarian financing in South Sudan; acts as Technical Secretariat for the South Sudan Common Humanitarian Fund (CHF); and as the in-country focal point for the Central Emergency Response Fund (CERF). The CHF is a country based pooled funding mechanism that supports the allocation and disbursement of donor resources to meet the most critical humanitarian needs identified in the annual Humanitarian Response Plan (HRP). The Humanitarian Coordinator is the custodian of the CHF, which improves humanitarian response by enabling efficient and rapid response to unforeseen circumstances through the following: (1) providing funds in a timely and predictable way; (2) ensuring funds are channelled to jointly agreed priorities; (3) helping to respond to both anticipated and unforeseen needs and (4) strengthening coordination and the leadership of the Humanitarian Coordinator in line with the Transformative Agenda. The CERF is a global pooled funding mechanism that supports rapid response and underfunded emergencies around the world. Working in liaison with the New York based CERF Secretariat, the HFU supports and facilitates all in-country processes related to the Fund cycle, including allocations and reporting. |
III. Key functions / related activities |
|
Optimize HFU data management systems and enable access to the most accurate data for informing and guiding CHF processes and the project management cycle, as well as other processes related to humanitarian financing (e.g. CERF, HRP):

Design and establish data analysis tools to facilitate the interpretation of CHF data and support CHF decision making using appropriate statistical models:

|
Oversee and maintain other data sets and data management tools of the CHF TS:
|
|
Manage Electronic Records related to the financing of the Humanitarian Response Plan (HRP):
|
IV. Impact of Results |
|
Improved information management and analysis in relation to the oversight and management of the financial aspects of the Humanitarian Response Plan, including resource mobilization and planning. Improved oversight, management and decision making in relation to the attainment of the overarching objectives of the CHF and CERF. |
V. Recruitment Qualifications |
|
|
Education: |
A Master’s degree in information science, statistics or related studies or a Bachelor’s degree with 2 years of experience in the same field in lieu; |

Fluency in English is required |
