Position:        WASH Manager   Location:  NBeG-Aweil State

Introduction

AWODA Relief, Humanitarian & Development Agency is a South Sudan National NGO established in 2001 in Nairobi Kenya during the long civil war North –South conflict. It is fully registered with Ministry of Justice RSS and Relief and Rehabilitation Commission RSS. Its competency commitment is to works especially in responding to emergencies such as issues created by natural or manmade disaster and Development programs. Our programs areas are Water, hygiene, and sanitation (WASH), Food security, Education, Emergency health, prevention and mitigation of conflict, and Gender based violence programmer/projects in emergencies and Development.  

Role and Responsibilities

Lead the WASH State Focal Point, designing and implementing a programme to provide WASH services to vulnerable population. Evaluate WASH needs, design projects, write proposals and initiate and effectively manage and report on projects in line with objectives, timeframe and budget. Provide technical support, leadership and strategic direction; meet quality standards in WASH delivery, encourage beneficiary participation, liaise with other stakeholders and manage and train WASH staff.

Technical Design and Oversight

  • Strategy and project design with other partners to develop the strategy for the WASH programme in NBeG South Sudan a contingency strategy, which is then used as the basis for developing the donor proposal. The Project Manager is responsible for preparing the log-frame and Budget.

  • Monitoring project indicators. A large monitoring component in the programme, as donors requires a significant amount of data to be collected and reported on a weekly and monthly basis.

  • Technical input and support to the team. Monitor project implementation and provide support to the team to ensure the quality of construction, trainings, and provide guidance on future improvements.

  • Ensure humanitarian context coordination of NBeG WASH partner activities, follow up in maintaining relevant contacts, incorporating 3Ws (which partner is doing what, where,)

  • Facilitation of cluster wide meetings and timely dissemination of information related to humanitarian programming within the WASH cluster

  • Coordinate/support Joint field needs assessments in partnership/leadership of inter sector teams, participation with other clusters & UN OCHA.

  • Support cluster leads and co-leads in Juba level with annual work plan, risk analysis, preparedness and response planning, identifying, and prepositioning capacities in case of emergencies, and regular contact updates for WASH cluster wide Dissemination.

  • Report on WASH cluster achievements in the state to relevant authorities timely

  • Support in pre and post evaluation sessions of WASH cluster roles, give feedback to State line ministries and NGO/CBO/FBO WASH networks.

  • Any other roles assigned by National cluster coordinator from time to time

Staff Management and Leadership

  • Lead weekly team meetings, reviewing progress and planning for the week ahead.

  • Update the team on the wider humanitarian, security context in which we operate – as well as communication with other partners.

  • Flight planning for the team (staff movements in and out of the field).

  • Providing encouragement, constructive feedback, support, coaching, as well as conducting formal appraisals.

 

Logistics

  • Based on the donor proposal, develop and annual procurement plan.

  • Regular communication with Logistics concerning procurement of supplies in field. This requires a great deal of planning.

  • Ensure good accountability with regards to warehousing and stock reporting.

Coordination and Reporting

  • Participate in weekly co-ordination meeting with NGO partners and community leaders.

  • Participate in bi-weekly co-ordination meeting with other WASH partners.

  • Preparation of weekly reports for the monthly for senior management, and other information as required for donor reporting.

Finance

  • Manage the WASH budget, tracking expenditure against planned.

Security

  • Support with security management.

Qualifications

  • University degree in a technical field (e.g. civil engineering)

  • Higher level / professional qualification in Water Engineering, Environmental / Public Health Engineering in a humanitarian context desirable.

Languages

  • Strong working knowledge of English (spoken and written)

Experience / Competencies

  • 1 years post-qualification professional experience in a relevant field

  • Experience working in a WASH programme in a developing country, pref. in a humanitarian context

  • Experience in the design, monitoring of implementation and evaluation of WASH programmes

  • Technical (engineering) WASH skills; understanding and appreciation of the links between hardware (water, sanitation facilities) and public health promotion

  • Excellent project management skills; good report and proposal writing skills

  • Self-motivated, energetic, hard-working, servant-hearted

  • Team player with good inter-personal skills; experience and willingness in training/mentoring staff

  • Ability to prioritise clearly, oversee multiple tasks and delegate

  • Capacity to work under pressure and manage personal stress levels
