Sudan’s Hamidati Calls For Concessions During Juba Negotiations

Deputy Head of Sudan’s Transitional Military Council Lieutenant General Mohammad Hamdan Dagalo (Hamidati) said the formation of the Transitional Legislative Council and the appointment of civilian governors are among the requirements of the transitional period before signing the final peace agreement.

Hamidati arrived Monday in Juba, the capital of South Sudan, to head the government’s negotiating delegation and follow up on the peace process in Sudan and South Sudan.

After meeting with South Sudan's President Salva Kiir, he urged the transitional government and armed movements to expedite the conclusion of a peace agreement that would end the stalemate suffered by the country.

He affirmed pursuing “the progress of negotiations between government delegations and armed movements,” calling for overcoming minorities and making concessions for the sake of Sudanese people.

Hamidati also pointed out that peace in South Sudan is progressing well.

Both government and the Sudan People's Liberation Movement (SPLM) delegations resumed Monday a round of talks on the details of the agreement signed earlier.

Member of the Sovereign Council, Shamsuddin Kabashi, who is a member of the government negotiating delegation, expected a final peace agreement to be concluded soon.

Both parties reviewed political and security issues agreed upon in the framework agreement for the Juba Declaration.

Kabashi said negotiations between the two parties have recently banned technical committees from reviewing details of the signed framework agreement.

Head of the SPLM negotiating delegation Yasir Arman said that the two parties will soon reach a final deal.

“We have both discussed the mean of creating a new military doctrine for the Sudanese army and the Revolutionary Front’s participation in power at all levels of federal and state rule.”

In press statements following a round of talks, Arman noted that South Kordofan and Blue Nile issues have topped the agenda of discussions.

Member of South Sudan's mediation team Dio Matok said government and SPLM delegations have returned to the round table.

Matok said joint committees between the two parties have been discussing several issues to submit reports to the negotiating delegations to decide upon.
