Job Summary:
CRS South Sudan is seeking a Program Manager II - Malaria for an anticipated 36-month Malaria Grant by The Global Fund to Fight AIDS, Tuberculosis and Malaria (GF) under their New Financing Mechanism 2021-2023 (NFM3). The new NFM3 grant will support the implementation of South Sudan’s Malaria Strategic Plan (2021-2025) with the goal of leading the country towards pre-elimination by reducing malaria-related morbidity and mortality by 80% compared to 2019 rates and a 50% reduction in malaria parasite prevalence compared to 2017 rates.
You will provide technical advice, guidance, and support to a wide range of program design and implementation issues with a focus on malaria programming, in line with CRS program quality principles and standards, GF and MoH guidelines, and industry best practices to regional and Country Program (CP) teams to advance the delivery of high-quality programming to th e poor and vulnerable. Your technical knowledge, advice and guidance will contribute to determining how effective, adaptive and innovative CRS’ malaria programming is across the globe.
You will support teams spread across multiple locations and guide partner implementation of activities in remote and insecure field locations. You will actively coordinate with all other CRS programs and teams undertaking similar interventions and working in the same target areas. Together with the program’s technical team, you will be based in Juba, Central Equatoria State and conduct regular and extended field visits to remote and insecure field locations.
This position is contingent upon donor funding.
Knowledge, Skills and Abilities
* Technical experience in developing and strengthening malaria and health programs in conflict and resource poor settings.
* Strong strategic, analytical, problem-solving and systems thinking skills with capacity to see the big picture and ability to make sound decisions and offer innovative solutions.
* Demonstrated capacity to manage multiple tasks in parallel and quickly make decisions to adjust program priorities.
* Demonstrated capacity to build, mentor, and lead diverse teams in challenging field conditions responding rapidly to evolving challenges, devising appropriate solutions, and achieving results. Experience and skill in implementing matrix management and remote management supervision for field teams.
* Strong relationship management abilities with ability to influence and get buy-in from people not under direct supervision or management. Cultural awareness, capacity to learn rapidly, and adapt management approaches to varying cultural and security contexts. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.
* Good presentation and facilitation skills.
* Proactive, resourceful, solutions-oriented, and results-oriented.
* Demonstrated capacity to live and work in remote and insecure field locations with basic amenities and few or no other international staff and adhere a strict curfew and movement restrictions.
Required Languages - English.
Travel - Must be willing and able to spend up to 60% of time in remote and insecure field locations.
Supervisory Responsibilities None.
Key Working Relationships:
* Internal:GF Malaria Project staff (Chief of Party II, Program Manager II - Malaria, Procurement and Supply Chain Manager and Finance Manager), GF Support Unit, programs and operations management teams, and regional and HQ health and malaria technical advisors.
* External: National and local MoH, ICN (CCM), partners, UN agencies, other GF Principal Recipients for the HIV/AIDS and Tuberculosis grants, national and state clusters (particularly logistics and health) and health consortia.
Basic Qualifications
* Master’s degree in Public Health, International Development, International Relations or a relevant technical area required. Additional experience may substitute for some education.
* Minimum of 5 years relevant international working experience in an advisory or management role with progressive responsibilities, ideally with an INGO, with minimum of 3 years working for programming interventions in malaria and health.
* Demonstrated application of technical principles and concepts in malaria and health. General knowledge of other related disciplines to ensure proper cross-sectoral approach.
* Experience in mentoring, coaching, facilitation and training applying adult learning principles and practices.
* Experience with program monitoring and evaluation, including applying data collection tools and methodologies, data analysis, and data presentation.
* Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.
* Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.
