UNDP is seeking proposals from Civil Society Organizations (CSOs), including NGOs for small grants to provide legal aid including legal representation, legal awareness and legal advice/counseling to displaced and returnees’ population in Malakai and Bentiu, South Sudan
UNDP South Sudan’s Access to Justice, Security and Human Rights strengthening program provides linkages between justice providers and communities through various activities including awareness raising on human rights, constitutional protection, gender-based violence and access to legal redress; advocacy on legal and policy reform; and support to legal aid initiatives and capacity building of civil society. This includes providing support to displaced and returnees’ populations to access justice and to assure their safe and dignified return, reintegration in communities. To achieve this, the Program is seeking a competent and reputable civil society organization, national non-governmental organization or community-based organization to establish a Justice and Confidence Center (JCC) in Malakal and Bentiu to provide the following services for the displaced and returnees’ population:
- Provide legal representation for displaced and returnees’ populations
- Provide legal advice/counselling to displaced and returnees’ populations
- Provide legal awareness including human rights awareness to displaced and returnees’ populations
- Refer displaced and returnees’ population to referral pathways for basic services
Objectives
CSOs are requested to submit their proposals as potential grant implementers. Applications must include one or two of the locations: Malakai and Bentiu. The main objective of the grant is to identify civil society organizations (CSOs), national non-governmental organizations (NNGOs) or community-based organizations (CBOs) with operational presence and capacities in the locations mentioned to provide:
- Legal representation for displaced and returnees’ populations
- Legal advice/counselling to displaced and returnees’ populations
- Provide legal awareness including human rights awareness to displaced and returnees’ populations
- Refer displaced and returnees’ population to referral pathways for basic services.
Funding Information
- The budget should be detailed, complete, rational and realistic, and must not exceed the equivalent of USD$ 25,000.00.
- Administrative costs must not exceed 10% of the total proposed amount.
Eligibility Criteria
The CSO/NNGO/CBO must meet the following criteria to be eligible for selection:
- Be legally registered as CSO/NNGO/CBO with the Ministry of Justice and Constitutional Affairs and in possession of a valid registration certificate
- Mandate and founding document should be in line with the activities for which the fund is being sought
- Have an established office and experience in implementing similar/related activities
Submission Process
Applications (project proposals) in the form of the template attached (Attachment I) must be submitted by CSOs/NNGOs/CBOs based in South Sudan by email as detailed below along with the following:
- Proof of registration as a non-governmental/non-commercial organization including copies of registration certificate(s)
- Organizational profile with the following details:
- A clearly defined management structure;
- Experience in the fields as indicated in the call for proposals;
- Experience and expertise in provision of legal aid services;
- Knowledge of international criminal and human rights law and norms and experience of providing legal representation, legal advice/counselling and legal awareness on protection of peoples’ rights;
- Work experience in South Sudan or in post conflict situations of at least two years prior to the application;
- Curriculum vitae of two key staff members involved in the implementation of the Project
