South Sudan must expedite the adoption of digital payment systems to build a secure financial sector, says Dr Addis Ababa Othow, Bank of South Sudan (BoSS) governor.
Othow called for the swift passage of the Draft National Payment System Bill, which was drafted in 2025 to strengthen the financial sector, expand financial inclusion and support private-sector growth.
The proposed legislation aims to establish clear licensing frameworks while reinforcing consumer and data protection, providing the regulatory foundation for mobile money and electronic banking across the country.
"For so long we have been dependent on cash, but it is time to embrace digital payment that is secure, effective, innovative and reliable," says Othow.
"We want a national payment system that is secure, efficient and reliable, protects consumers and their data, and enables South Sudan to move confidently from cash to safe and innovative digital payments."
The move follows a regional consultation in Juba involving representatives from the Transitional National Legislative Assembly, the East African Community (EAC) Secretariat, the Ministry of Justice and Constitutional Affairs, commercial banks, telecommunications companies and the National Communication Authority.
Othow expressed appreciation for the support of the Secretariat and the Bank of Uganda in helping strengthen South Sudan’s payment infrastructure.
