David Buom Choat, South Sudan’s acting ambassador to the United Nations, said his country wanted to build pipelines through Kenya, Ethiopia and Djibouti to ship its oil while trying to resolve a dispute with Sudan over fees for using its pipelines. South Sudan, which became independent in July, shut down production after accusing Sudan of imposing extortionate fees and stealing its oil revenue.
