COMES NOW the Claimant Mr. Assem A. Abulkhair, individually and on behalf of himself, by and through himself pro se, and pursuant to the 28 U.S.C. § 1346(b), submits the following Tort Claims against the Federal Bureau of Investigation, its agencies and its employees.
Immediately after September 11th, 2001 event and without any proper notice, the Federal Bureau of Investigation, its agencies and its employees named within this Notice, probably coordinated with another or multiple federal agencies, started and continued to this very date to launch its own campaign of spying on the Claimant by having two idiotic FBI agents, waiting in an FBI. GOV marked vehicle and other unmarked vehicles bearing regular New Jersey license plate numbers, watching him leaving and coming to his residence in the absence of any authority to authorize such an invasion of privacy, spying and making him a criminal suspect among his peaceful community without any justification, except that the Claimant belongs to an Islamic faith. Such an unauthorized doctrine has been adopted by the wrongdoers against all Moslem individuals who have lived in the United States peacefully for decades.
On many occasions in the past decade, fearing for his life and safety after the idiotic agents attempted to chase him from one street to another on a very snowy day, the Claimant brought forward the very sensitive issue to the attention of the local police the nest day, who, by the way, documented in a police report, thinking that their immoral activities would come to an end, but to no avail. The local police had refused to make any subsequent report to indicate the other vehicles involved in the FBI spying operation on the basis that "one report is more than enough", despite Claimant's persistent.
The background history of spying on the Claimant by the FBI was and is fueled further by their retaliation after its director was named in a lawsuit brought by the Claimant against the former bully [ARBUGY] president and his gangs and thereby the unprecedented "historical" ten (10) years "delay" for his citizenship application was willfully and deliberately orchestrated for that purpose for which warranted this legitimate claim. At no time[,] did [t]he FBI ever request to question the Claimant even when the Claimant offered himself to them in order to move his long overdue delayed application for citizenship.
Henceforth, upon the FBI's failure to timely respond to this initial (FTCN), the Claimant Mr. Assem A. Abulkhair left with no choice other than brought forward a lawsuit against the agency and others on September 11, 2014 to question the legality of their continual surveillance and harassment against him for no reason, except of being a Moslem living in the United States post September 11th.
The case was dismissed and affirmed on appeal. Abulkhair's meritorious petition for a writ of certiorari to the highest court was willfully and deliberately blocked by the FBI in manipulating the clerk there to reject it as "untimely", which in fact it was not. An effort to reach an attorney to communicate with the clerk's office was hindered by the FBI's agents and informants following us everywhere we go and contact the lawyers ahead of us to reject us in spring, summer, fall to winter 2019 and 2020.
Suddenly, in their retaliation to our suit, the idiotic and moronic FBI's agents and informants started immediately their simmer campaign of assassination and TORTURE relying on their sophisticated tracking surveillance to locate us everywhere we are. They established from home appointed the superintendent Mr. Abdul Muhammed and the manager of the building Ms. Kamisha Holman to monitor us and use the "directed energy" weapon system to TORTURE us at home 24/7, second-by-second, as we face the same on the street, store, restaurant, bus, train, cinema, public bathroom, public library and everywhere we go. As a direct result from being tortured at home during the night to deprive us from sleep, we ended up with two swelling legs like watermelon in mid-April 2020. One doctor advised to even "cutoff both legs right now or die." The other suggested to stay away from home at night "If you believe this caused by the super using the electronic 'directed energy' weapon system.'" Surprisingly, three (3) days later, the swelling legs like watermelon has gone to normal, but the scare of TORTURE remains intact, apparently to last forever. Therefore, we have been compelled to abandoned our home at night to sleep on the street since May 2020 until now to escape TORTURE at home while we were paying our rent on time. In turn, to intensify their malicious retaliation, the failure federal agency FBI instructed the landlord to file an eviction complaint against us while we were grounded home from February 16th to 27th, 2020 fearing their assassination and TORTURE, and after manipulating the New Jersey corrupted "State Inspection" to invade our home on "Saturday" morning, February 25, 2020, without any prior notice.
In late March 2020, we sought an informal recourse to the district court to sort out the legality of TORTURE and compel the idiots and morons to cease and desist all the assassination attempts, TORTURE and surveillance against us. The court denied on the basis of technicality. We tried again in form of formal motion to get the same result. In both efforts, the appellate court directed a new complaint and request for the same relief therein.
Henceforth, the failure agency, the one so-called, the "FBI" has chiefly transferred itself from the Federal Bureau of Investigation to the Federal Bureau of Robbery and Assassination specialist and expertise in TORTURE without competition. To this end, in end of December 2020, an FBI Hispanic informant attacked us, and pushed us on the ground by activating an invisible substance on the corner of Aycrigg Ave, Passaic, New Jersey, to snatch our new camera and ran to be picked up by another informant's vehicle. The police arrived on the scene and a detective was assigned to the case whose acknowledge the "feds involvement." The detective promised to bring our camera with its film back, but never kept his promise to this very day fearing the bullying FBI he dealing with as it appears.
Keeping up and aggressively with their new intelligent "reform", the Federal Bureau of Robbery ("FBR") sent an informant on (December 15, 2022) at 4:30 A.M. to snatch our two (2) shopping bags placed on the bench in front of South Ferry Bus Stop M15, New York. One of the bags contains more than three (3) thousand dollars in large bills inside Valley Bank cash envelopes, two (2) New Jersey driver licenses, one current and other expired. Flash Drive with private legal documents, four (4) SD films filled with more than ten thousand photos, videos, license plate numbers incriminated the FBI and its agents, informants, stalkers, dogs harassing us with dogs in act of TORTURE, bullying, attacking our respiratory and bladder symptoms, enlarged our glans penis due pumping into it electronically 24/7, second-by-second, and beating us up in public. The other has new clothing, food, drink, etc. The criminal incident was reported to the NYPD and a detective was assigned to the case to bring back our property. He has not done anything yet.
Upgrading their new "Robbery" title, on (January 27, 2023) a month and a half later, at noonish time, the idiotic and moronic FBI sent another informant to snatch our large "fresh direct" bag from the sidewalk of West 14th Street, New York, which contains more than $875 cash in bank envelope, plus more than $20 singles and same coins with CD x-rays film of our knee that hit by the "directed energy" weapon system for an FBI informant's vehicle The FBI's Robbery misconduct was reported to the NYPD. No detective is assigned to the case because the monetary value fell under the requirement of $1000 miscalculating the CD x-rays cost of $250. The real intent is to coverup for the "FBI" criminals and thieves to maintain the hypocrite phony face in public they falsely pretending to protect from their criminalized action and misconduct.
There can be no question, it appears without and beyond any and all doubts that in the absence of any probable cause to obtain a search warrant to search our bags, the failure agency FBI preferred to implement their new title of "Robbery" to take the law by their snatching and stealing hands as much easier instead to go through the legal system under the dismantle "rule of law" of which neither has any recognition any longer by them. All in their willfully wanted effort to get even and retaliate against Abulkhair. More importantly, their intention to [obstruct] justice the one supposed to be protecting by them for which has become a symbolic dream that will never come true for the corrupted rotten FBI agency.
Shifting their Robbery Reform to an "enhance technique" of satanic sophisticated assassination attempts reform with one (1) clear decisive incident of an attempt of "premeditated cold murder" at U.S. "bank" lobby in the middle of night highlighted by the clouded "smoking gun" evidence contained in shape and/or form of the busted fueling truck bearing New Jersey license plate number (AK.131N) which is belong to : "Summit Transport Corp, Passaic, N.J.-U.S. D..O.T. 373936" as it obviously written on the red truck's driver (the perpetrator) side door. Even, the two police officers stopped by coincidence refused to smell the toxic air fearing, "Are you crazy. I don't want to get cancer." One of them reply with laughter. To this end, they are fully aware of our agony of TORTURE and assassination attempts by assuring, "We know and we believe you man hundred percent." Hence, the "Kangaroo America" would not prosecute its own criminals directed by it to harm other citizens for the only purpose of hate of their religion and who they are. Nothing more and nothing less. We have been TORTURING with poisoning our food that we could not eat it without harassing and bullying us to spoil it on the spot whether in the restaurant or in the street.
Aside of all, the NYPD has already reported more than dozen incidents of feds' dogs beaten us on the street, sprayed paper spray into our eyes with one incident we spent more than six (6) hours to clean and clear our eyes with an identification of the informant perpetrator faking security caught on camera in a minute of the incident. But again, the police NYPD reluctant to make any arrest to coverup for the FBI. We have told them openly many times. "The failure federal agency FBI is standing on the wrong side of the law and does not deserve any favor of covering up." To this end, we urged the NYPD's detective to contact the FBI to return our stolen property by their informants and to cease and desist all kind of criminalized acts and misconduct of unlawful surveillance, illegal TORTURE, assassination attempts, poison our food in and out the store, and defamation in public for the crime we never committed, but to no avail to trigger the necessity of issuance of this necessary and crucial notice that may be ignored also.
Abulkhair is the wrong person to be underestimated and labeled as "targeted individual" by the failure corrupted FBI agency and whomever behind this unforgettable tragedy. The continual suffering the unbearable barbaric TORTURE combined with the extremely overwhelming emotional stress, defamation in public, and the fear of safety and wellbeing when the entire life is on the line and to be compelled to sleep on the street for the last five (5) years in open among criminals, drug addict, alcoholic and robberies where an FBI informant stole our shoes while we were sleeping in the lobby of City Bank to walk several blocks and took several buses walking with just socks to purchase a new shoes, regardless of defamation and humiliation in public, cannot and must not be estimated by a monetary dollar figure no matter how large amount of highest mountain will be. The taxpayers' billions of dollars squandering by the FBI to surveillance, tracking and TORTURE Abulkhair to deliberately get even with and unlawfully retaliate against him by transferring and reforming their basic and main "investigation" to "TORTURE", "Robbery" and "Assassination" act and misconduct fell outside the professionalism of the alphabetic any decent law enforcing around the globe. It is further evidenced the highlighted violations and crossing boundaries by the failure federal agency FBI whom neglected the pursuit for the mass-shooters and strayed into prohibited terrain for the merely sake to retaliate and get even with Abulkhair by TORTURING him at home and in public to defame him everywhere he goes with no clear sight to an end, except with this NOTICE.
The Continuation of the unlawful surveillance, TORTURE and assassination attempts remain with no sight to an end. The local police, of course, have probably contacted the FBI regarding its reports against them. But, the immoral silence and failure to respond or cease and desist their TORTURING operation by the wrongdoers proves only the absence of any legality to support their immoral and illegal Torturing, Stealing and Spying misconduct.
The Claimant is Mr. Assem A. Abulkhair in his own capacity and also on behalf of himself, respectively. Mr. Abulkhair brings all of his claims against the Federal Bureau of Investigation, its agencies and its employees and informants, the torturers identified herein and the tens of thousands identified by their license plate numbers and photos at the moment of their criminal acts and misconduct against us, for all damages due resulting from the patently unreasonable TORTURE, 24/7, second-by-second, of using "directed energy" weapon system, attacking and damaging our respiratory and bladder, rectal symptom to force number (2) ("shit") simultaneously during urinate, lungs, back, head, kidneys, liver, digestive symptom, heart, legs, knees, arms, hands, toes, eyes, frostbite feet with disfigured toes, aging our face and manufacture face wrinkles, pumping into our gentility (penis) swelling it like balloon 24/7, second-by-second, implanting electronic microchips inside our body to attack it with microwave laser and radiation into our head and specifically brain and precisely our mouth to keep it dry and smell horrible, dismantle the toilet and shower to be forced to use them at the public places, spying, surveillance, assassination attempts, the unreasonable deprivation of basic freedom, defamation in public and intervention of his civil and constitutional rights to worship and the unreasonable discrimination based on his religion and native origin, and the unreasonable deprivation of his rights caused by the intentional religious hatred discrimination and retaliation to place him under their outlaw "targeted individual" to be end up with their "slow kill" misconduct strategy exercised and implemented by these wrongdoers for more than two (2) decades without conscience.
Our stolen property by the FBI described herein must be returned intact forthwith as our priority. The amount of compensation demanded for Mr. Abulkhair is One Hundred Billion ($100,000,000,000,00) Dollars to deter them and others from proceeding on the same wrong and inhumane path of TORTURE.
