The fighting that occurred in Juba on 15th December 2013 was like a volcano eruption which was brewing for many years below the surface but not monitored. People knew SPLM/A setup was mechanical based on personalities and tribal. The bush mentality was transferred to make-up what is now called Republic of South Sudan.
There has been no election after the referendum in South Sudan in 2010. The interim government of GNU was just transgressed to become the government of South Sudan. Salva Kiir was made president, Riak Macar, vice president and Pagan Amum, SPLM secretary-general, a typical tribal representation.
The system of governance never changed since 2005 under SPLM rule. There was no distinction between SPLM as a party and South Sudan as a country. The national army still called SPLA was based on tribal affiliation, although, Nuer taking more than 60%, Dinka 28% and other tribes 2%. Such a composition cannot constitute a national army. Most of Nuer general and soldiers are illiterate. How can their capacity be raise to new the modern dot.com army in the world? They speak on their dialects when addressing the parade.
The government was characterized by high degree of corruption, neptunium and tribalism in all government institutions levels. Dinka think they are boned to rule. Nuer, do no claim that, but, they think it was their turn to rule since they are mighty and bravest people in South Sudan. If need be, they can take the government by force.
These calamities have landed us into what we are currently witnessing. There is total breakdown of rule of law in the three states of Greater Upper Nile in which Nuer are the governors. They could not manage the respective states leave alone a country under Riak Macar. If Nuer were reasonable people, the three governors would have paid their allegiance to Riak Macar and maintain the status quo of their states state to avoid blood shade and killing of innocent civilians.
It is true Nuer were massacred by Dinka of Bahr El Ghazal in Juba. No one was happy about that. If they were wise enough, they could gain the confidence of the rest of Southerners to fight the Dinka of Bahr El Ghazal. Instead, the Nuer extended their war to other tribes like Shilluk in Malakal. They massacred over 3,000 Shilluk innocent civilians which have mix up the matrix of their war. Their motives and rights are now lost since the equation of the war have become complex. Does the Nuer think they will rule South Sudan from Upper Nile State and make the capital Malakal? Why did Nuer drag Shilluk tribe into their war with Dinka? Instead of concentrating to move to Juba where the head of pantheon is, they move north to other people land causing destruction and killing people who are not part of the problem. This war no matter how to interpret it; it is a war between Dinka and Nuer.
Upper Nile State Governor Simon Kun Pouch is now ruling state from exile in Juba. He will never set foot in Malakal again or otherwise he will meet his death this time. He survived last time when he escaped to west bank of the Nile. Renk County has refused him. He can go to Nassir County if his fellow Nuer will accept him.
The talks in Addis Ababa will produce nothing apart from wasting time and resources. Riak Macar Movement which is tribally formed could be classified as similar to BOKO HARAM movement in Nigeria. The atrocities they committed on Shilluk civilians are similar to those of BOKO HARAM.
Now, the good guys (Salva Kiir) are bad guys (Riak Macar) are battling it out for control of South Sudan Republic. No matter who wins the war, they have to report themselves to ICC in The Hague to account for loss of civilian lives in Upper Nile. The good guy seems to be losing his grip on power as many people are deserting him. They are making military packs with foreign countries to assist them in maintaining security. He has surrounded himself with closest relatives and witch doctors from his native home in Warrap State. While, the bad guy, has already been promised, by Mundeng in prophecy to become next President of South Sudan. So the supper evil powers are engage in fighting for who will become next ruler, But why do allow the civilians to suffer?
So the people of South Sudan should look for way forward to solve this crisis. SPLM can no longer rule and even elections come today, no one will vote for SPLM candidate.
The way forward in the case of Upper Nile State, the Nuer must be given their LATJOR State to govern themselves alone with clear demarcation of border. Otherwise, the system being applied to Pibor of Murle should also be replicated in Upper Nile. Let the Nuer rule themselves.
In final analysis, the Shilluk community should bring those responsible the killing in Malakal to books. They are:
1. Simon Kun Pouch- UNS Governor.
2. Gathouth Gatkouth- Former Advisor to Simon
3. Johnson Gony – SPLA Commander
4. James Huth – Commander-in-Chief of SPLA
The good guy (Salva Kiir) does not know is that all Nuer are rallied behind the bad guy (Riak Macar) without exception. The Shilluk will have to fight for their rights, but, Dinka will have to fight for their survival from Nuer.
