
Congratulatory message to the Commissioner of Lainya County, Cde Emmanuel Khamis Richard, the Chairperson of SPLM in Lainya County of CES for achieving Security stability and Developmental Projects in the County Level.

First and foremost, I would like to take this golden opportunity to register my vote of appreciation and confidence to Cde Emmanuel Khamis Richard under the wise and able leadership of Cde Emmanuel Adil Anthony Wani, the Governor of Central Equatoria State and State SPLM Chairperson in CES, for his tremendous achievements and commitment in Lainya County.
Dear fellow Countrymen and Women, on date 13th to 15th and concluded with 16th May 2023 I attended the SPLM retreat in Lainya County as Cadre of SPLM and observer to witness the deliberation and interpretation of function under the theme: "Reshaping the future of CES through unity of purpose under SPLM Party".
Dear comrades, the function ended with fruitful discussions and great resolutions with the spirit of Comradeship in Lainya County.
Dear fellow Countrymen and Women, our Commissioner Cde Emmanuel Khamis achieved tangible things in Lainya County. Example is the completion of headquarters of Local government which is G+2 plus two buildings which were inaugurated by our Leader Cde Emmanuel Adil Anthony and witnessed by Community Leaders, chiefs, Chairperson of Pojuju Dr. Martin Eli Lomoro, the National Minister of Cabinet affairs and Hon. Josephine Napwon, the Member of SPLM Political Bureau and National Minister of Environment and Forestry.
Cde Emmanuel Khamis Richard renovated guest houses, schools and he installed a solar power system on the streets of Lainya County, Radio, and he launched the construction of New running water supply and security stability in the County.
Cde Emmanuel Khamis Richard is collaborating and working hard with all the security forces in Lainya County to create the conducive environment as a teamwork and he really succeeded.
The good news is that most of our Refugees and IDPs from Uganda are now Voluntarily returning back to their Payamd, Bomas and Villages of Lainya County peacefully without Pre-Conditions or demands from Humanitarian organisations and South Sudan at Large because what matters most is security and freedom of Movement.
Dear Countrymen and Women, let us stop the bad culture of political affiliation. Let's see ourselves as South Sudanese.
Our Citizens are suffering today in Refugee camps against their will. I salute those who came back home in Loka, Kenyi, Kupera, Longwilling and other places in Lainya County and Greater River counties at large. Blessing be with you my people.
In addition, I paid a courtesy visit to the Tomb of our father and great Liberator, freedom fighter and Warrior of good cause Cde Late Aggrey Jaden in Loka Payam and proceeded to Lako National Secondary school. Loka is the one of the Historical National Secondary Schools in Southern Sudan by then like Rumbek Senior Secondary school and Malakal National Secondary school and other historical Education bedrock of our Country like Nile Commercial Secondary school.
Dear Countrymen and Women, the bad News is that Loka National Secondary isn't operating currently in Lainya County because of reckless and senseless war in the Country,
Now, I am kindly appealing to the product of the Loka National Secondary school to rediscover their roots of Education to visit and contribute anything they can afford to renovate the Loka National Secondary School this year and reopen it officially for the next academic year of 2024. I will be happy if ten or twenty products of Loka Senior Secondary school start the contribution for renovation of that historical School. our fell heroes and Heroines will be happy in their graveyard.
To Conclude, Dear fellow Countrymen and Women, Lainya County is secure and safe now and there is a Freedom of Movement. I personally toured the Payams and some Bomas of Lainya County after the Conference. Therefore, I thank Cde Adil Anthony for supporting Cde Emmanuel Khamis Richard to achieve our Mission and Vision of SPLM in Lainya County.
