The Under-Secretary, Ministry of Labour and Public Service, Government of Southern Sudan, invites applications from suitably qualified Sudanese including those in the 10 States to fill the position of Director General for Administration and Finance.

2.Salary Range: SDG 1725-2100
3.Basic Functions:
I.To provide leadership in effective running of the Directorate of Administration and Finance and ensure adherence to the Ministry's policies and regulations.
II.To ensure that all financial and non-financial resources of the Ministry are effectively and efficiently managed by maintaining financial controls, prudent procedures, adequate records, and accountability standards that meet the requirements of interested parties.
III.To lead, direct, develop and manage the implementation of all aspects of the Ministry's administrative operations.
IV.To ensure effective management of human resource.
4.Key Tasks and Responsibilities:
Reporting to the Under-Secretary, Director General for Administration and Finance will execute the following major tasks for the Ministry of Labour and Public Service:
a)Responsible for the overall performance of the Directorate of Administration and Finance
b)Oversee general administration and provide administrative support to all Directorates of the Ministry
c)Oversee the procurement processes and ensure they are carried in accordance to the laid down procurement rules and regulations
d)Advice the Under-Secretary on financial, HR, procurement, administration, information, logistical and management matters
e)Ensure safety and inventory of all assets is maintained
f)Ensure compliance with all legal and regulatory requirements.
g)Manage the budgeting processes and monitor budget implementations
h)Ensure expenditure control system is in place and that all financial transactions are authorized and recorded in accordance to financial laws and regulations
i)Ensure timely submission of financial, procurement and administration reports to the Under-Secretary and other relevant parties
j)Organize for annual external audit and implement their recommendations.
k)Responsible for the appointment and management of the unclassified employees in consultation with the Under-Secretary and ensure hiring of staff of the Ministry is within the limit of the Approved Budget Ceiling
l)Ensure health and safety for all staff and supervision of staff within your Directorate
m)Ensure performance planning by the Ministry and all the Ministry staff
n) Ensure periodic staff performance reviews, annual performance appraisal and plan for staff development
o)Ensure that disciplinary procedures are observed and properly administered
p)Monitor all open legal issues involving the Ministry
q)Formulate Ministry Strategic plans, policies and regulations, Directorate annual plans and monitor implementation.
5.Desired Qualifications other Requirements:
The applicant should have:
i.A Bachelor Degree in any of followings fields: Public Administration and Management, Public Finance, or equivalent with 10+ years of experience in any of these fields
ii.Served in the position of Director for Administration and Finance or related position for more than 3 years
iii.Original documents of previous job experience
iv.Nationality or passport and birth or assessment age certificates
v.Those working with GOSS including those in 10 States should apply through Head of Units
vi.Must be a Sudanese National.

3.Basic Function:
Deputy Director of Public Relations shall be responsible for facilitation of transparent two-way communication between the public, partners and the Ministry.
4.Key tasks and responsibilities:
Reporting to Director General of Administration and Finance, Deputy Director for Public Relations will execute the following responsibilities:
a)Promote corporate image and build conducive relationships within the Ministry
b)Manage all contacts of the Ministry with the Media (Print, Radio, TV and Websites) at regional, national and international levels
c)Build and developing internal and external relationships with clients
d)Handle media functions and governmental relations; public information campaigns; interest-groups representation; conflict mediation; and employee and investor relations. This includes, and may not be limited to providing services to government clients, identifying and placing news stories in print and broadcast media
e)Drafting press releases, speeches and contacting people in the media who might be interested in printing or broadcasting Ministry's materials and contributing to print and broadcast news inquiries.
f)Preparing ministry staff for media briefs, interviews and press conferences; and responding to occasional crisis management
g)Arranging and conducting programs to maintain contact between the Ministry, development partners and the public especially keeping the public informed about the activities of the Ministry
h)Monitoring daily news and press coverage on matters pertinent to the operation of the Ministry and Region
i)Designing, managing the Ministry's website in cooperation with IT Unit
j)Producing background materials for subjects which are relevant
k)Representing the Ministry at all levels; filming, presenting slide shows or other visual presentations at meetings; planning events; preparing annual reports; and writing proposals for various projects in the Ministry
l)Designing and implementing communication strategy for the Ministry.
5.Desired qualifications and requirements for this position:
I.Holders of Bachelor degree in Social Sciences preferably in the field of Public Relations, journalism, communications, English or related field from recognized universities
II.At least 5 years' experience in the field of Public Relation and possess documents of previous job experience
III.Possess Nationality or passport and birth or assessment of age certificate
IV.Ability to travel regionally and/or internationally for extended periods of time
V.Have experience in cross cultural understanding
VI.Working officials should apply through their Head of Unit.
