The Southern Sudan 2011 Taskforce is being established by the Government of Southern Sudan to serve as the coordinating body and the guiding entity for the preparations of Southern Sudan for its referendum in 2011 and the post-referendum period.
The Taskforce shall facilitate coordination not only within the GoSS but also with external partners on the issues of critical importance to the effective management of the referendum and postreferendum matters.
The Taskforce will require staff in a number of areas to staff its Technical Secretariat. This will involve both
administrative and professional staff as well as experts in specific areas. All candidates must be available for
rapid engagement to start work in Juba. Excellent written and spoken English language skills are required for all roles in the Task Force. Secondments to the Taskforce from those currently working within GoSS institutions will be considered (if approved by the head of the relevant organisation or ministry).
Expressions of interest from interested and suitable experienced Sudanese nationals are welcome for the
following roles. Southern Sudanese with relevant experience are particularly encouraged to apply:
A. Chief Policy Analyst /Head of the Expert Team: Responsible for overall supervision of the Task Force’s team of experts, you will liaise regularly liaison with the Chairs of the three Sub-Committees and Heads of Working Groups to ascertain their support requirements, liaise with the Task Force’s Legal Advisors, Public International Law & Policy Group, and ensure the production of quality reports and analysis by the expert team. You will have a sound general understanding of the post-2011 issues, excellent policy analysis skills and an ability to write very clear & succinct policy briefs. To fulfil this challenging role you will be qualified at postgraduate (preferably doctoral) level and have an excellent track record in working in challenging policy-focused roles.
B. Executive Assistants: The Task Force will require a number of very competent Executive Assistants,
with significant experience in general administration, executive support, high level secretarial support to
committees, report-writing, budget management, human resource management.
C. Policy and research analysts: It is envisaged that the Taskforce Technical Secretariat may also require a number of general high quality analysts and researchers. You will have a post-graduate level degree and a demonstrated track record in policy and research,
D. Communication and Outreach Experts: External communication and outreach will be central to the work of the Taskforce. Expressions of interest from individuals with high level experience of designing and delivering communication strategies and managing stakeholder relationships are invited. You will have a communications-related qualification and have a strong track record (ten years or more) working in international organisations, the private sector or government.
E. Translator/Interpreter: The services of a highly experienced Arabic-English language translator/ interpreter are also envisaged to be required.
Experts on Post-Referendum Issues
The Taskforce also expects to require experts to provide advice in many of the areas involved in agreeing postreferendum arrangements. The Taskforce therefore invites expressions of interest from highly qualified experts for possibly both short- and long-term assignments. The aim will be to recruit a core of Southern Sudanese experts, to be backed up with international expertise as required. The areas in which short and long term experts re required will include, but not be limited to, the following:
i. Conducting a referendum
ii. Economic Issues (debts and assets, currency, foreign reserves)
iii. Petroleum sector (engineer, legal aspects of pipeline rental/project finance, upstream, downstream,
management of cross-border resources, environmental management)
iv. Water resource issues (with specific reference to Southern Sudan including the Nile River Basin)
v. Security Sector (i.e. DDR, police, intelligence)
vi. Citizenship and Nationality
vii. Border Management (security or rights of transboundary populations/movement agreements, border
security, customs controls)
viii. Constitutional Development
ix. Frameworks for political decentralisation, power-sharing and fiscal federalism
x. Public Service
xi. Property and Land Issues (i.e. property rights, land tenure systems.
