POSITION SUMMARY     

RI seeks an expert in Refugee Camp Coordination and Management for overseeing all components of  Doro Camp , a 45,000 person refugee camp in rural Upper Nile State, South Sudan. The Doro Camp Manager is responsible for the supervision of all RI Doro camp personnel, the management of all RI activities in Doro Refugee Camp, maintenance of the highest standards of camp and refugee management and conduct, and is responsible for the administrative monitoring and management of reporting, finances, and data. The Camp Manager will coordinate a multi-sectoral response to support and protect refugees inhabiting Doro Camp, including: shelter construction, protection, community services, and distribution of non-food-items (NFIs). In addition, the Camp Manager is responsible for the coordination of services provided by other agencies at the camp level. This involves building effective partnerships with a diversity of stakeholders, ranging from refugees to humanitarian partners, local communities, and government authorities. The Camp Manager is a senior representative for RI and will function as a responsible and visible member of the Country Senior Management team internally and with all external parties including donors, partners, government, and beneficiaries.  The Camp Manager has primary responsibility for the refugee program life cycle management in Upper Nile state, including implementation of the existing program, planning for future programs, strategic direction, and budget management.

ESSENTIAL RESPONSIBILITIES AND DUTIES

Program implementation:

  • Primary responsibility for managing the program work plan and budget, including ensuring the program achieves projected outcomes on time and on budget and donor deliverables are met.
  • Coordinate activities by all humanitarian partners to avoid duplication and monitoring. Ensure that protection concerns are mainstreamed in all sectoral activities within Doro Camp.
  • Supervise all distributions of NFIs to camp population ensuring accountability and transparency in the whole distribution processes.
  • Identify gap in service provision to refugees, proactively referring those gaps to relevant forums or advocating with government authorities or humanitarian partners for additional support.
  • Maintain and develop governance and community participation mechanisms in camp, ensuring that the voices of men, women, boys, girls and persons with special needs are heard and represented.
  • Actively promotes the participation of camp population in decision making about the camp and share those decisions with humanitarian actors as well as government authorities.
  • Set up an information management system in the camp, including the collection and the supply of data and the transparent sharing of the information.
  • Coordinate with work of all committees in Doro camp in all the sectors, and make sure that there is equal participation of men/women, boys/girls.
  • Make the link between the various communities and the groups living in the camp and favor a peaceful coexistence.
  • Ensure all international and humanitarian standards and regulations are followed with respect to camp management.

Financial Management:

  • Accountable to develop expenditure and procurement plans to ensure sound and timely implementation of the approved project funds within budget and on time. Oversee the camp management team in the implementation of the financial and procurement plans ensuring compliance with RI and donor policies.
  • Review budget versus actual expenditure reports on a monthly basis and as needed, providing analysis reports to the Country Director for use in course correction, planning, and normal business management for the RI country operation.
  • Provide recommendations and interventions to correct any identified deviations that impact budget adherence to senior country management.
  • Recommend grant and budget revisions in consultation with senior country management.
  • Contribute on budget development for any additional camp management programming or associated programming in development under RI in South Sudan.

Staff Management:

  • Build the capacity of staff at camp level on all camp management aspects related to RI, donor, and international standards for refugee relations and support and with respect to operational and project cycle management Provide mentorship to build capacity of national personnel as part of RI’s mandate to develop leadership for the National Officer Corps.
  • Responsible for supervision and management of all camp staff and RI activities in Doro Refugee Camp.
  • Coordination of finance, administration and logistics related to programme implementation with the program manager.
  • In coordination with the protocols of RI and the Country Office, develop performance objectives for personnel and routinely monitor their performance with on the job guidance and support and in accordance with RI’s Performance Evaluation protocols.
  • Determine personnel needs for the Field-level activities, develop job profiles, and lead recruitment for camp management positions in coordination with the Human Resources Department and the Country Office.
  • Develop ongoing learning and development for staff (including other field staff where appropriate) in consultation with the program Manager.

Representation & Coordination:

  • Lead the Doro camp level coordination with all actors and function as a professional, collaborative member of the group on behalf of Doro Camp and Relief International ensuring that RI’s contributions are proactive, beneficial, and supportive of interagency coordination for the benefit of vulnerable populations.
  • Participate in Maban level interagency coordination meeting and other coordination meetings related to the refugee population and camp management.
  • Provide liaising support for the population of the camp and to other agencies as needed to ensure linkage to other service providers and the stakeholders.
  • Function as a liaison for camp management affairs between national / local authorities, state institutions, civil society and other relevant stakeholders.
  • On behalf of RI and UNHCR, conduct and manage visits of missions and delegations to Doro Refugee Camp.

Reporting & Documentation:

  • Ensure that monitoring and evaluation systems are in place for all camp activities and ensure the quality of information gathering and program reporting.
  • Regularly document lessons learnt to inform future programming.
  • Preparation of weekly updates, monthly and quarterly reports.
  • Provide HQ with accurate analysis of implementation of programs, operations, and administrative functions, including timely reporting of any misconduct or program challenges.
  • Provide pictures, anecdotes, statistics, and other examples of program implementation to HQ on a regular basis.

QUALIFICATIONS & REQUIREMENTS

MA (Development studies), social science or any other relevant qualification a development field is highly desirable.

  • 5 Years experience working in the Refugee programs in Africa.
  • Demonstrated leadership and teamwork skills.
  • Experience successfully leading projects of a similar scale.
  • Ability to live and function at a high capacity within a collaborative organizational structure.
  • Ability to live and work from within a remote post.
  • Familiar with UNHCR approaches and funding modalities.
  • Demonstrable monitoring and evaluation skills.
  • Experience in budget development and management.
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy; capacity and willingness to be flexible and accommodating in extremely difficult working circumstances.
