The Malakal Protection of Civilians (PoC) site has been sheltering civilians since 2013 due to ongoing conflict and insecurity in the Upper Nile State. The PoC site population remained relatively consistent over the last few years with some changes due to factors such as inter-communal conflict, lack of livelihood opportunities, flooding, and influx of returnees from Sudan. OCHA reported individuals seeking refuge in the PoC from Malakal town in May 2024, highlighting sporadic incidents of instability.

While 59% of households want to leave the PoC for better livelihoods, concerns about security and access to land in their places of return hinder their desire to move. In this complex context, DRC CCCM conducts population headcount and intention survey in the PoC to inform effective programming.
