Democracy International (DI) seeks a Senior Program Officer for its USAID supported USAID-funded program in South Sudan, Systems to Uphold the Credibility and Constitutionality of Elections in South Sudan (SUCCESS). Through SUCCESS, DI and its consortium partners are working to promote effective and inclusive governance to inform an increasingly stable South Sudan. SUCCESS will undertake a variety of activities to include workshops, and study tours with a particular focus on building the capacity of women and youth.

Responsibilities:

The Senior Programs Officer’s major responsibilities are as follows:

  • Responsible for (in coordination with the Civil Society Team) the development of educational and training opportunities for political parties’ leaders to include:

    • Organization and management of study tours and training opportunities;

    • Delivery of training seminar and educational events;

    • Specialized training for women and youth leaders;

  • Collaborate with the Civil Society Grants Team to manage a grant program to include:

    • Monitoring the performance of the grantee(s) according to the agreement;

    • Support the grantee(s) to develop their capacity for further funding and compliance with donor procedures;

    • Manage organizational development to maximize the potential of the grantee(s) to serve parties as a resource center and non-partisan advocate;

    • Development of training on grant procedures and policy guidance and interpretation for grantee staff to ensure adherence to grant management procedures;

  • Design and manage survey instruments including focus groups;

  • Serve as a focal point and remain continuously engaged with a broad range of civil society actors to remain informed on civil society’s role in achieving good governance goals;

  • Manage reporting responsibilities on respective program activities, to include inputs to USAID reports, updates and support to program assessments, training databases and program learning mechanisms, and similar reporting assignments;

  • Lead the achievement of performance targets for the team under the project’s monitoring and evaluation framework;

  • Supervise and effectively manage a program assistant;

  • As requested, assist in managing and organizing VIP visits.

Qualifications:

Candidates should possess the following qualifications:

  • 5+ years of support to democracy programs, specifically in organizing and delivering support to political parties or civil society capacity building;

  • Experience in working with political campaigns and elections;

  • Prior USAID project management experience required;

  • Superior English writing capabilities (ability to write and comprehend technical guidance);

  • Relevant university degree required; and

  • Professional fluency in English required.
