  1. Background: UNICEF Muscat Oman is looking for the replacement of the staff member Programme Manager P/4 Level for a period of 6 months during maternity leave

  1. Purpose of Assignment:

  • To support the Representative in the overall management and coordination of the country programme, including maintaining partnership relations with the government, civil society and private sector.

  • To contribute to all aspects of UNICEF public and corporate engagement programmes in Oman as required, and represent and promote UNICEF to governmental bodies, civil society as well as the business community.

  • The overall coordination and management of the total programme commitment of a small size country programme with a broad range of projects, including programme/project formulation, design, planning and management focused on the achievement of UNICEF’s organizational priorities and AWP commitments.

  1. Maintain regular analysis of the situation of children and advocate at the government, community and family levels for elevating awareness on and promoting child rights in Oman.

Critical bottlenecks and key entry points identified/updated, adjustments proposed to Programme work plans and recommendations prepared and incorporated.

2. Ensure that the Country Programme is supported by knowledge management through data collection and analysis, as well as complete and accurate reporting.

Key issues related to the progressive realization of children’s rights, both emerging and persisting challenges, are identified and placed on the country’s agenda for national debate and further policy development.

3. Strengthen relations with the Senior Government bodies as main donors and partners to the Country Programme. Similarly work with private sector, civil society and other stakeholders on partnerships for children, and encourage practical and effective partnerships.

Identify emerging public private partnership trends especially as they impact children’s issues, and ensure UNICEF partners are briefed on current relevant debates in children’s rights.

 

Key partners are engaged in main issues related to advancing children’s rights through advocacy, information exchange, and partnerships.

Debates on children’s rights and follow up to the CRC Committee Concluding Observations (February 2016) are encouraged and supported.

4. Provide overall leadership for Programme planning, implementation and monitoring. Formulate Programme goals and objectives, where necessary, and develop strategies and implementation frameworks, including sound monitoring indicators. Plan and monitor the overall allocation and disbursement of Programme funds, making sure that funds are properly used.

UNICEF OCO AWP commitments are met in an efficient and timely manner.

5. Identify and develop new system for monitoring and evaluation of UNICEF’s Programme implementation and national partnership activities.

UNICEF-supported evaluations and M&E mechanisms are strategically selected and effectively implemented in compliance with the established UN quality standards and corporate guidelines.

6. Identify and maintain a network of external technical resources to assist UNICEF in the development and implementation of fundraising activities, including learning and training activities. Develop relationships with stakeholders including governments, privet sector, sister agencies, and NGOs.

Develop high quality fund raising proposals to mobilized financial resources for national privet sector.

 

 

7. Lead all office Programme related reporting responsibilities.

All reports a part from operations specific reports requested from UNICEF OCO are prepared in a timely manner.

8. Maintain all Programme Manager responsibilities related to the Annual Management Plan, Audit Action Plan, and ERM and so on.

AMP, Audit, ERM and other deliverables required from the Programme Manager are completed as per their respective timelines.

9. Represents UNICEF in meetings with high-level government officials as well as corporate entities to identify strategic alliances and influence policy development to facilitate achievement of annual work plans results achievement.

UNICEF advocacy is based on solid evidence to influence policy development/change and child rights.

10. Perform any other relevant duties requested by the Representative

Office based in Muscat

  1. Qualification and/or specialized knowledge/experience required for the assignment:

  • Advanced university degree in any of the following: Social Sciences, Economics, Public Administration, International Relations, Business Administration, Public Health, Education or other fields related to the work of UNICEF.

  • Excellent command of English required; knowledge of Arabic will be a strong asset.

  • Minimum Ten years experience of progressively responsible managerial experience in the development field and/or in a donor agency. Experience must be at the international level, including the management of complex multi-stakeholder partnerships and at least five years experience in policy and strategy development, design and implementation.

Technical knowledge:

  • UNICEF program’s goals, management, organization development and change management strategies

  • UNICEF program’s policies, procedures and guidelines in the Manual, including rules and regulations.

  1. Administrative Requirements:

  • Travel: At the beginning of the TA contract, UNICEF will cover the cost of a return economy class ticket to Oman via the most direct and economical route.

  • Per Diem: UNICEF will pay the candidate the applicable UN DSA rate

  • Insurance: The applicant will arrange his/her own insurance, such as life, health and other forms of insurance, covering the term of this contract when in Oman, and will provide proof of insurance.

  • Accommodation: Initial 15 days accommodation will be arranged by UNICEF, unless the candidate wishes to arrange by his/herself. Settlement of accommodation expenses are made by the candidate directly with the hotel.

  • Equipment: UNICEF will not provide the applicant with any equipment, unless it is requested by the applicant and approved by the Operations Unit with duly completed relevant forms.

  • Visa: All visa charges will be borne by UNICEF.

Budget proposal:
