Why?
Because the duty of commander in chief and chief executive is to maintain security of its citizens from external or internal aggression, that why nations have governments in place.
In this case although the President was there during the occasion which embodied the celebration of Comprehensive Peace Agreement "CPA" and civilian were there to welcome him as the head of state, in which the head of state didn't understood or acknowledged that, he's the one in charge of those citizens security.
More sadly none of his office or Office of Presidency, interior ministry, or information ministry issues any statement to the public regarding what took place and took-away the innocent lives of civilians. Though all these three entities oversight on budget to do their job in which it turned out for personal, families, and tribal enrichment. Whether in Sudan or abroad such as African neighboring countries or USA, Canada, and Australia in term of mortgages bought by humanitarian organization monetary donation fund aimed to support the poor citizens who survived the tragedy war.
Instead of taking responsibility of what was done by his personals in uniform under their command, they just ignored it, wishing it to go away as if nothing happen. Mr. Salva, the blood of those innocent civilians of Collo Nation will not go away unnoticed as long as you're alive sitting in the office or out. Soon or later you must face justice in court of law whether in Sudan or neighboring countries or USA, Canada, UK, or Australia because the families of victims exist in all those countries, like it or not.
Currently the families of victims is seeking human rights lawyers volunteers, nationally, regionally, or internationally, to look into the case against Mr. Salva Kiir Mayardit so justice could be served for all citizens at head of state or ordinary citizen.
