Sudan election 'could be delayed'

A minister in South Sudan's government has said nationwide elections due by July 2009 could be delayed by at least six months.

Minister for Presidential Affairs Luka Biong said torrential rain and a series of logistical problems could make it difficult to vote as scheduled.

The polls, agreed on in a 2005 peace deal, would be Sudan's first democratic elections in more than two decades.

The peace deal ended a 21-year civil war between the north and the south.

"Practically, it won't be feasible to have them [elections] by July," Mr Biong said, according to Reuters news agency.

He is from the SPLM party of former rebels, which is planning to contest the polls against the NCP of President Omar al-Bashir.

The two parties signed the 2005 deal and share power at a national level but analysts say relations remain tense.

In July, a law was passed, paving the way for the elections.

The peace deal gave the south a semi-autonomous government and provided for a referendum on independence for the south by 2011.

Correspondents say any delay to the elections would also raise worries over the timing of the referendum.

    Who is supposed to schedule for election? Those who supposed to do that are they not aware about the sesson in Sudan?. I personal agree with correspondent analyst that any delayment in election will lead to the delayment of referendum. Franking speaking it will be billetion of CPA. Indeed, any billetion of CPA will aborted all processes which were achieved so far.If this is true, then this will be serious impliction that implies the SPLA leaders begin to worry about their fate, for sure some who hold ministeral positions will not be able to attain those positions again after election, because they may not win the election. Therefore, it will be good to postpond election so that they may continue enjoying rhemselves, not knowing that the enemy who want the South ro remain anex to whole Sudan that had destroyed their identity for so long. Such people will be much happy if CPA ia abrogated. If our brothers in SPLA are not serious in tackling what they have agreed upon it is better for them to announce to the public that they are unable, so that people can decide to find refuges to spend remaining of their lives rather than living in country where their future is uncertain.

    يجب علي بعض قادة الحركة الشعبية معرفة شعبيتهم وسط الجنوبيين وهذا لن يتم إلا عبر إنتخابات ونقول إن الإنتخابات جزء من تحول الديمقراطي فلا تخافوا

    Yes Biong is right that torrential rain in july will make logistical movement difficult and there for paralyses the election. But the logical question as Daneil put it in his comment above, emerge in the mind of every southerner, is that where were Biong and his colleagues at the time of schedulization? was splm not part of election committes that did the schedule? or Biong statement is part of serious conspiracy that Emmanuel Moses has mentioned in his comment regarding the same statement? and If Luka Biong is serious about his statement, is rainy season the only off-scale or problems in front of the election? what about border demarcaton? what about census? What about the other hanging issues?
    If SPLM members who were part and always part of every committe form by the party were not able to convence their partner in advance during the negotiation that it is impossible to conduct election in the South in July? why do SPLM CHAIRMAN apoint them in every committe? Does it mean that there are no competence Cadres in SPLM that could represent the party than Biong and his friends? I thing Splm need to be honest to its masses and Southerners will never accept to delay referrundum. therefore election matter alot to southerners than any part of sudan for that is the door of referrundum. let Biong and his colleagues fear nothing. for what you plant is what you harvest.
