During the hard negotiation period between 2002 and 2005, the issue of confederation was placed on the table by our late hero Dr. Garang de Mabior as one of the options for solution of Sudan crisis. This was totally refused by the NCP followed by bitter reactions from their elements in Khartoum.
The talks continued and the result was the CPA which gave southerners the right to self-determination and self rule during the interim period as we are experiencing today. What our brother Malik Agar proposed and call for Confederal Sudan in his speech during the peace celebrations should not be simply taken for granted. He might have speculated that being from the Blue Nile, which is not part of South Sudan, the right of self determination to southerners will not serve their purpose. Well, is this an alternative to the CPA?
The reaction of the NCP was totally different this time, immediately after Agar pronounced the Confederation as the best option for solving the problems of Sudan, Mr. Mustafa Ismail the former Sudanese Foreign Minister of NCP immediately welcomed such a move. Is the proposal for Confederation an exchange for the CPA?
I personally do not understand why Mr. Agar at this time should propose such an option when we have the CPA. Is he opposed to the right of Southern Sudanese to self-determination?
I have checked the CPA thoroughly and there is no single mention of confederation as claimed by Mr. Mustafa Ismail.
