Development as you have put it's actually doing things in a new ways or thing new for that matter or to bring up the society by providing them with the simplest basics needs of life as you mentioned. Collo land need development, I think it is a matter of dedication, and for someone to dedicate him/herself to serve the community it takes passion.
I work for Fashoda Youth Forum (FYF) www.fashodayouth.org as a founder but as you may know the saying that one hand can't claps, but with the few because many of our people are not interested in working with the national/community based NGOs we managed to do the following

1) 2003-: Water & Environmental Sanitation (WES) Project: The project ensures environmental sanitation through safe disposal of domestic waste and security of water supply. Initiated as a pilot, sample communities learnt how to construct pit latrines; FYF also provided toilet slabs. The project won the World Bank Market Prize during the Ethiopia-Sudan Development Marketplace event that was organized by the World Bank and its partners, which took place at UNECA Conference Center, Addis Ababa, in February 26-28 2003.

2) Dissemination of the 6 Protocols: From July 2002 to May 2004, FYF joined African Centre for Human Rights & Advocacy (ACHA) and Bahr-El-Ghazal Youth Development Agency (BYDA) to promote civic awareness on peace building through the dissemination of the 6 Protocols signed by SPLA/M throughout Southern Sudan.

3) Dissemination of CPA: In January 2006, FYF disseminated the Comprehensive Peace Accord, signed in Kenya in January 2005, throughout Malakal Town.

4) Behavior Change & Communication on HIV/AIDS: FYF is currently involved in public campaigns, TOT workshops, counseling, distribution of condoms, advocacy and networking with other stakeholders on HIV/AIDS prevention and management.
Sudan Humanitarian Assistance for Rehabilitation in Upper Nile (SHARPUN) Project: The goal of this program is to improve the living conditions of returnees and host communities and contribute to a gradual process of recovery by enhancing community self-reliance, expanding primary health care services and improving agricultural production.

5) Returnees Assistance & Re-integration Project (RARP).
This project (on going) strengthens coping mechanisms of highly vulnerable households and individuals amongst returnees, IDPs 4 of 11 and host populations. What are or have been your sources of funding, if any?

Many of our people are not interested to work with National/Community based NGOs because those NGOs are not sincere in the assessment, writing, implementation, reporting and evaluation of their projects. The International NGOs have used these weaknesses to tarnish the image of our indigenous NGOs and block donors from trusting and funding them. Most of those international NGOs are never interested in development apart from their high salary packag and adminstrative costs, most of which go to the foreign expartriats who do not have the passion for development of our people. They only do something little but report big achievemnets about it so that they get more money for the continuation of their pay and not the continuation of development. That is why they like to hide behind emergency projects and avoid committing themselves for any serious work of development. Shamely, our indigenous NGOs have inherited this attitude, which is indeed dangerous and regressive for deveopment of Collo land and people. Also our government (including the traditional authorities) is never serious to check and monitor those NGOs. Given this situation (unless there is a change of attitude), I do not expect much from our Indigenous NGOs in term of real commitment to development. But who will do the reforms and who will monitor them? Of course all those who are concerned for the good and rights of Collo. But how? By tracing the funding sources of those NGOs and checking their financial/administrative management, and by assisting them in thoughts, expertise and funding. But Who? I, You, and They. But where? in the needy collo areas with people who are ready to contribute to their own development, given the assistance of others. And When? Right from the time we have something to offer and something to evaluate - this year, next year, etc.

it is true that collo land need development as you put it. one has to ask himself/herself how and where we start the development, since our land was totally destroy by the war to the extent that we have scattered to different places. so let us think first about repatriation,especially those who are living in North Sudan, because they have skills and ability that will contribute to the development.
