FACTS ABOUT THE NEW CABINET OF SOUTHERN SUDAN

The Cabinet announced today is composed of thirty-two (32) ministers, two (2) unnamed are reserved for the National Congress Party (NCP). The thirty (30) named are the subject of the following dissection.

1. The Dinkas are eleven (11) in number and continue to dominate the key ministries (The Army, Internal Affairs, Finance, Energy, Commerce, Labour, Regional Cooperation, etc..).


2. The Nuers come at a distant second with six (6) ministers. The only significant ministry they have is Legal Affairs.

3. The two tribes (Dinka and Nuer) add up to 17 members of the Cabinet (about 57%) leaving only 13 (about 43%) to all the other tribes of South Sudan !

4. Greater Bahr el Ghazal and Greater Upper Nile regions got eleven (11) ministers each whereas Greater Equatoria region got a mere eight (8) ministers. If you add to these figures the President of GOSS and his Vice (both of whom are members of the Cabinet), the two regions will have twelve (12) each in contrast to Greater Equatoria's only eight (8) ministers!

5. The Dinka ministers are more than those representing the whole of Greater Equatoria region, and the Nuers are almost equal in number to them.

6. Within Greater Bahr el Ghazal region, the most populous Northern Bahr el Ghazal State got only two (2) ministers whereas each of the other three States got three (3). It is to be noted that Northern Bahr el Ghazal State was not represented in the National Government announced last Monday.

7. Within Greater Equatoria region, Eastern Equatoria State got only two (2) ministers compared to three (3) each for the other two State.

8. Women got only seven (7) ministers, one of them without portfolio. This figure is short of the minimum 25% ratio stipulated under Article 20(4)(a) of the Interim Constitution of Southern Sudan 2005.

These are the naked facts. It is left to the readers to draw up their own conclusions.

*NB: The fact that Mr. Pagan Amum and Dr. Anne Itto are included in the GoSS cabinet is a transparent sign that they are being exited from SPLM's Secretariat. Is Mr. Pagan going to accept or decline the appointment in order to keep his weight in the Secretariat? Is Mr. Telar Riing coming in to replace Mr. Pagan once he accepts the Ministerial post? These are some new developments to observe keenly as SPLM events and internal conspiracies unveil themselves slowly in the coming days.

    really i always being tired to hear people critising government of southern Sudan system by ethnic groups hibits and that can not leads us anywhere. If everybody expected his/her tribe will be appointed as something in the government of soiuthern sudan then we are supporting SPLM wrong leadership.
    Listen carefully here! My point is that, whether SPLM is apointing more Dinka or Nuer, we need sombody who is qualified to bring peace,stability, high development and good socail services for the poeple of southern Sudan. For example, Iam from Mabaan, if i think mabaan is better than any other tribe in southern Sudan that's wrong concept, i need to plan behond that how to be greater son of southern Sudan becuase i proud of my country not my tribe.

    look!! A man is not free from mental, which calls for tribalism and tribal intolerance, like this person Tmaid numbers in recent weeks. Become spread toxins in the community, often living things from a tight angle and by the negative not to look at efficiencies never. Please Henw useful if the formation of the government of Southern Sudan tribal reparations? Better assess the Minister as a matter of efficiency and faith in the case and exactly the requirements of the next phase needs to be political wisdom in dealing with many issues

    GoSS New Administration must put its house in order! I'd first like to extend congratulations to Mr. Salva Kiir Mayardit’s new appointed cabinet. I wish you all the best luck in your new duties and I am hoping that all of you will do your homework.

    The current urgent homework for the GoSS is to resolve the differences between SPLM and General George Athor in Khorfulus along with cadres General Gatluak Gai in Unity Sate who are currently fighting the SPLA army over two months now. We cannot afford to go for referendum next year without resolving these matters because the enemy of peace would want to exploit our differences and make it impossible for referendum to take place in 2011.

    GoSS administration must now begin to prepare our people for the referendum next years and it must maintain the Unity among the Southerners. GoSS must also put its house in order priori the referendum in 2011so that we as a people are united when voting for independent South Sudan.

    GoSS new administration must also tackle the corruption which has become a normal practice at all levels of government. The new administration should allow the minister of corruption to do its job. Those who are found to have committed wrongdoing must be persecuted. It is a shameful for GoSS to spend 8.5 billons dollars during the last five years without anything tangible to show.

    Transformation of SPLM/A army into modern conventional army is necessary. It is very important that SPLM/A transform itself into more conventional army through the use of new concepts, organizational structure, and technology. The SPLA should be neutral army and should not be influence by politicians or political parties. It job is to protect and defend South Sudan against foreign aggressors.     Mr. Joseph Dinka will still have the big number of ministries in the Government of Southern Sudan and the key ministries as you said, because is the Government of Dinka, but thanks God that the others got something, instate of nothing. now we have one ministry I think its good, but what will happen in our home Upper Nile State?? do you think you will get anything? let us wait the announcement this week. our people in Upper Nile State will learn that they dont have any existing in their home.

    The tribe does not matter i am from Eastern Equatoria the only thing we want is work for the people not for one tribe as you are assuming you think if you have your tribe in that goverment they will only work for your tribe then there is no point to say you are a southerner, i know this is the thinking of one tribe in Upper Nile and this is becouse they have been posses with the Arab way of looking at things

    In how ,Mr Joseph , you tried very hard to create something out of nothing . it is a smart conspiracy from a shallow mind person like you. Although it look like you have very good common of English, please make use of it for something benefiter to the course of justice and equality and stop fishing for evil.
    This is the best cabinet I ever seen, from Kirr, even the Dinks are complaint that they have been marginalize. No one is going to replace Pagan Amum, he was elected as general secretary together with Kirr , as chairman of SPLM for five years, in SPLM convention Juba , you probably have little knowledge about SPLM politics. So rest assured Pagan, is not going anywhere soon. He is the central pillar of the movement you should be proud of him. And for your information this cabinet was formed by Pagan, not Kirr. Those guys you call Dinks are comrades that stood feet’s for 22 years without a single dime.

    To Chollo Young Persons, Anybody by name, Gwang or Aney or Dak or Kur or Ayeng who wants to insult me, must first ask his mother whether or not she had known me during her youthful days. I say this, because virginity is rare among Chollo girls and in all probability someone could happen to be my biological child by default of misunderstanding. Second, shame on Gwang's parents for failing to teach their child good conducts. It is dishonesty to hide one's identity; how many people are called, Gwang whether male or female?

    I agree with Gwang on President Salva Kiir or Dr Riak Machar inability to settle the Dinka-Chollo crisis, and that is exactly why I am suggesting the involvement of the UNMIS. I am aware and I believe others who are following up with international community concerns with the referendum that those communities are pouring in large sum of dollars for the success of the vote. If suggested to the UN, I believe they can rebuke the GOSS leadership for failing to solve a very clear case of encroachment by the Dinka into the Chollo territory. As for who will bell the cat, we have a good number of Chollo king makers and war lords. I am going home soon to follow up my suggestion and hope to join up with others there. By saying that the Chollo are, 'part and parcel', of South Sudan and must recognize the GOSS as their government, “is because I have observed the bitterness and overreaction of the Chollo people in connection with the Dinka ambition to occupy our land at all cost. Even in my own family there are talks of," The Arabs have been marginalizing us, but they have never claimed our land like the Dinka. It would be better for the country to remain united. Separation is surely going to make it another Somalia." I understand the bitterness, but although I am not on active politics, as the most senior Chollo politician, not by age or position or education, rather by first come first serve, I feel that the ball is in my court and I must tell my people, the direction where the wind is blowing.

    I am glad Gwang again agrees with me when he gave historical facts about Chollo position in respect of war fought against the Arabs. There is no difference in his position with my introductory statement about the Chollo people from time immemorial. I would like to just empathize that we should be very much involved in South Sudan patriotic and nationalistic activities. The South is one and indivisible and whoever thinks that it belongs to him or to them is a liar, be he a Dinka or a Nuer or otherwise, is a liar. What is seemingly happening in Juba is mere greed, but will one day end. I would like our youth to engage in composing national anthem, flag and name of an independent, sovereign South Sudan. The Chollo- Dinka crisis will be solved before the referendum and that is my only homework while I live.

    really, not even a single mabaan in the minister office. very disappointed for a job goss are doing naminated only in few fovar tribes they want and leaves the minority out.
