As far as I have reservation about the results of the 2008 Census, especially in regard to Southern Sudan, I object to Mr. Yaser Arman’s argument that the constituencies of 2010 elections should be drawn according to Voter Registration instead of Census Population Density. My objection is based on the ground that the rule of law should be followed to direct the election conduct rather than political compromises. Election Act that was passed by the SPLM, NCP and all other political parties in the Council of Ministers, the Parliament and the Presidency should be the only legitimate reference for 2010 elections and nothing else. The Voter Registration is not mentioned in that Act as a condition for drawing the electoral constituencies but as a process of identifying who should vote and where should he/she vote for transparency purposes. So logically and legally, the Voter Registration will kick off only after the Electoral Constituencies have been identified. The registration of voters will only take place within the previously drawn constituencies. The vice versa will not work here because it will be like putting a cart before the horse so that nothing moves ahead. If the Chairman of the SPLM Caucus in the Sudan parliament does not understand the very law he has passed to rule the elections conduct, then it is a great pity for the party's credibility. The perpetual witch-hunting exercise employed by the SPLM Secretariat could be interpreted as nothing else but a cunning way for finding an excuse to eliminate the elections and keep the status quo so that the power that is being held by the beneficiary cadres and comrades doe not slip away after the election.
