Sudan former rebels criticise census results

Mr. Pagan AmumKHARTOUM (Reuters) - Sudan's former southern rebels on Thursday criticised the results of a census that are a key element to the future of a frayed north-south peace deal.

The census is a cornerstone of a 2005 deal that ended two decades of north-south civil war and will define the constituencies for Sudan's first democratic elections -- due in February 2010 -- in more than 20 years.

The state-run Sudan Media Centre website had said that the results of the census had been endorsed at a meeting on Wednesday headed by Sudanese President Omar Hassan al-Bashir. He is leader of the National Congress Party, Sudan's dominant party which has its powerbase in the north.

The first vice president, Salva Kiir, who is also leader of southern Sudan's People Liberation Movement (SPLM), also apparently approved of the results, according to the website.

But on Thursday SPLM Secretary General Pagan Amum said that Kiir had reservations about the result, which "were doubtful in their integrity".

Under the terms of the peace deal, any proof the south had less than a third of Sudan's total population would lead to a recalculation of how much of the country's oil revenues flow to the region's capital Juba.

"The census stated that the number of southern citizens present in the north were about 240,000. The previous government's estimates were more than 1 million people, most of whom lived in the capital," Amum told a news conference.

"There is an unnatural increase in the number of citizens in southern Darfur. The percentage of increase in southern Darfur (in the northern part of country) compared to the last census is 90 percent," he added. The last census was held in 1993.

Sudan's census council recently released the country's population, at 39.15 million, but did not give a breakdown of where they lived, although it said the area aound Khartoum was the most populous.

Southern politicians have suggested they will reject any count that shows fewer than 15 million southerners among a population of about 40 million.

When asked whether the SPLM would boycott the election over the results, Amum said: "It is too soon to talk about this".

    This is exactly part of the disaster the SPLM-leaders have been making and the result is the consequence of that. Those of Pagan Amum and others have been very busy with external trips and foreign propaganda while neglecting the real issues on the ground where the NCP cadres took the advantage of making gains out of the gap. Now we have nothing good to offer except too late complains.

    Dear brother Pagan Amum, let us just accept this lost but take it as as opportunity to make separation of South Sudan more attractive to Southerners so that they get relieved from being constantly deceived by Northerners. The damage has already been done and it will be a futile attempt to try to get back the spilled milk back into the jar, otherwise we will give northerners more advantages over our weaknesses. Let us just join hand and forget about unity of the Sudan in future even if it is called "New Sudan" since nothing good is coming out of it.

    May God help to get separated from the North in 2011 by any means available in out disposal.

    Let's not panic! Pagan Amum did not say Southern Sudan will never be separated from Nothern Sudan! We believe Pagan does not support what so ever come from Bashir's chair since he (Omar el Bashir) is a criminal which is well known by the whole world! We also believe that Pagan is always with Southern Sudanese no matter what Khartoum's regime decides or say! It is obvious that Southern Sudan is Southern Sudan, and no doubt about this!

    I think if Collo nedd to go forward politically we need to quit the politics of inferiors. Why we always critizied : Pagan, Dr.Lam, and Dr. Adwok? While they are not incharge of any executive powers in GOSS.

    In this issue know where is the Dinka guy who is the Census commissioner and has oversight of census budget? what he did with the budget? we don't talk about him instead we blame ourselves for something we didn't do.

    Since we always drag ourselves down and not face the reality that Salva Kiir is the Chief Executive, therefore is responsible and accountable for the activties of his government, not Pagan, Dr. Lam or Dr. Adwok.

    No thing will change in GOSS behavior in the way it treat Collo, because Collo same have given Salva immunity and take no responsibility. There is no way we critise any Collo man or women unless he or she is person in charge: President Of GOSS or Governor. Who ever interested in critis here are the people to critise.

    On other-hand need to know that exposing him always on burning issues is a way to burn him and not P of GOSS or Commissioner, etc he need to draw the line between presidency and secretariat, so every body talk his responsiblites, we don't need people living under other shadow. They talk credit only for what is good and push away what bad activites result to ourpeople in they which they same don't know what they are getting into.

    Focusing on oursleves negatively, will not solove the problem, and indicate that we are not ready to challenge Salva on issues and seek change in his office in Juba coming election. If you think you have good idea why don't come up for the position of GOSS presidency. No body can see light under table.

    انه مما يدعو للحسرة والالم هذا الوضع المزري الذي أوجدالجنوبيين انفسهم فيه من محاولات لتزييف وتحوير كل ما من شانه ان يصب فى خانة مصالححهم من خلال عدم الكشف عن اعدادهم الحقيقيه واعطاء ارقام اقل من النسبة الحقيقيه لاعدادهم وذلك للتاثير سلبا في استحقاقاتهم من تفسيم الثروة والسلطة الخ الااستحقاقات وهذا جزء يسير من الحقد والعداء والكراهية التي تكنه الحكومه في الشمال تجاه الجنوبيين بل ان الامر قد وصل الي انتهاج سياسة منظمة لمحاولة جعل الجنوبيين يكفرون بمبدأ حق ثقرير المصير وذلك بفتن الجنوبيين ببعضهم البعض من خلال دعم الاطراف القبليه المتحاربة بالسلاح وخلق مناخ عام يوحي باستحالة امكانية قيام دولة مستقله للجنوبيين يمكنهم العيش في وئام وسلام تحت سقفها. كل هذا ما كان له ان يحدث او لم يكن المؤتمر الوطني ليتجرأ للقيام بالاعيبه هذا لولا درايته التامه بعدم وحود حكومة يمكن ان تتصدي له بحزم ووقفه عند حده .لان هذا الجسم الهلامي المسمي حكومة الجنوب غارقه حتي اخمص قدميه في الفساد بكل اشكاله وانواعه وليست له درايه او غير قادرة للقيام بواجبات الحكم للاسباب سالفة الذكر وهذه الاسباب بدورها انسحبت لاتفاقية السلام الذي يترنح الان بدوره . فهل يغفو هذا الجسم الهلامي من سباته ويدرك ما يمكن ادراكه في الفتره القصيرة المتبقية

    Before CPA, NCP was single power to decide every national issue. But after the signature of CPA, SPLM/NCP and GOSS/GONU are responsible for every national decision making through the commissions that were formed to do so.
    But it is obvious that SPLM/A is unethical to administrative task.

    During CPA celebration in Juba, Ignorant so called President Salva Kiir had criticized president al Bashier for pro-NCP militants in South without knowing most violations to CPA were from SPLM/GOSS side.
    But al Basheir fought back making Kiir dumb, idiot and incompetent leader. Bashier detailed reasons for against SPLM that he gave six millions dollar for job done which was diverted to SPLM personal accounts. Basher accused SPLM/A for having militants which we seen in Anakdaer, Abanimo incidents carried out by Dinka-SPLA supported militant and in Jongli state where non-Dinka tribes are suffering in Dinka militants. Also delay of border demarcation that SPLM/GOSS excused that it was rainy season to do the job.
    Now four years past and SPLM/GOSS failed to know correct number of Southern population.
    Nominal Pagan Amum said this, "We will boycott 2010 election if we decide outcome census is unacceptable. Pagan, you talk like street person who knows nothing about bureaucratic records. Why you do orally complained against the census. Come up with your figure and show it to Sudanese and let the result conflict themselves. But if you do not have written result, your oral result is illusionary. You still obsessive to SPLM illusionary techniques without objectives.

    Somebody sitting with Kiir so called head of the Southern Sudan Commission called Isaih Chol contradicts himself. He admitted in last April just days ago that, “census was satisfying, professional and credible." Now he say something else that, "south didn't get chance to document the information on North lack of cooperation with Central office."
    What gave him first to be optimistic last month and today he is pessimistic leader.
    Chol is condemned the announcement of 39 million figure as agreement violation. What figure does he possess to reject the 39 millions? He again said Darfur population increase recently. Doesn’t he know that fight involve demographic change by exporting more Arabs to Darfur that will help NCP to have popularity there? Unlike SPLM/A which has failed to gather its people around the world and inside Sudan rather than killing and dislocating other tribes.
    Questions are these:

    ONE: Was the process of census carry out by one party (NCP) without SPLM representative? If answer to this question is yes, then Southerners and SPLM/GOSS have right to refuse the result of census.
    TWO: Was SPLM part of commission? If answer is yes, then we have no right to complain, but to blame SPLM/GOSS for their inabilities to do their duties rather than stealing public.

    Dear O-Collo,
    the reason why we criticize our brothers in GOSS/SPLM is justified by your logic sentence that, "No thing will change in GOSS behavior in the way it treat Collo, because Collo same have given Salva immunity and take no responsibility."
    But again, you have contradicted your sentence by saying, "there is no way we critise any Collo man or women unless he or she is person in charge."
    Pagan is GS, therefore any information he gives to media is offical being collected from offices. Otherwise he gives lict out information from his own pocket. Also since you admitted that Collo gave immunity to Salva Kiir. Kiir through our immunity had killed our people and burned down our villages in Abanimo and Anakdar. It is here our moral responsibility to remove that immunity which we have to begin by checking ourselves by asking these questions.
    First, does our service and immunity we offer to SPLM/GOSS serve our interst and protect our rights in South?
    Second, if not do we have obligation to continue serving SPLM/GOSS or should we boycott?
    That why you experience many criticisms against our brothers and sisters in SPLM/GOSS.
    Let me remind ourselves with American theme when she rejected British policy. 'NO TAXATION WITHOUT TURE REPRESENTATION.' Can our brothers and sisters say no services and immunity to SPLM/A and GOSS without security and services to Collo people.
