Splendidly presented and only needs immediate and speedy implementation. The meeting H.M.is requesting should take place before the SSLA could pass the Transitional Constitution.Since the Local Government Laws or Decentralisation system is in the same package with the Draft Constitution,H.M. should be given copies of maps of States,Counties, Payams and Bomas which are accompanying the Bill which is already on the floor of the SSLA.Once these Local Government Laws are passed by the Assembly with maps the States, Counties and Payams attached to them, they will become laws of the country.H.E. the President, shall then have the right to issue Warrants of Establishments for all the States and Counties.

H.M. Reth Kwongo Dak Padiet's speech to H.E. President Salva Kir in Juba is splendidly constructed and well presented. All that is needed is an immediate and speedy implementation. Another speedy concern is the immediate audience between the two big High Priests of our southern community. This should take place before the Honourable SSLA passes the Transitional Constitution. In that meeting, H.E. should provide H.M. with maps showing boundaries between and among the various States, Counties and Payams in our New Country as contained in the package of the Bill already placed on the floor of the Assembly.H.M. should also make sure to find out from H.E. the Minister of Legal Affairs And Constitutional Development the maps of States,Counties and Payams he had put in the package of the Bill he tabled on the floor of the Assembly. Two other sources of information for H.M. for the relevant maps are the Hon.Speaker of the SSLA and The Hon. Chief Justice and Chairman of the SSSC.I deposited one map with the now D/Chairman of the SSSC in 2006, when he was the Secretary- General for the investigation into the reasons why the Dinka Commuinities of Khor Fulus and Khor Atar were killing themselves at home and at Piji. The Committe took my statement and also that of Tanginy. My sense is that the Bill concerning the Transitional Constitution includes other laws like the Local Government or Decentralisations which are usually accompanied by the maps of the various States,Counties and Payams. Iam sure the Honourable Assembly will definitely pass the Transitional Constitution with all the laws contained in the package of the Bill before the august parliament of South Sudan Nation. In a nutshell, H.M. needs to ascertain before the SSLA passses the Constituion that the maps of the various States and Counties do not interfere with Survey Departments interpretation of the 1956 arrangements. With the Transitional Constitution and other attached laws passed by the Assembly and the South Sudan declared Independent on the 9th July,2011, H.E. the President shall be duty bound to issue decrees granting Warrants Of The Establishments of all the States and Counties with maps attached to them. So we have to take care of the legal procedures before the declaration of independence.
    James Ogilo Agor.

Thanks for the quick recovery to his majesty King Reth Kwongo Dak. I think all topics presented to the president Salva are in place fairness, exchange of respect, human right also unity of clans in south Sudan as one nation is very important for this critical time.

    Thanks

Although H.M. Reth Kwongo Dak Padiet raised some important concerns to the GoSS President Salava Kiir, he spoiled them by contradicting himself. For example, he affirmed that some Collo villages were attacked by militias who have displaced the people. Also he affirmed that the Collo kingdom is full of militias who are a threat to security of the people.

Now if this is the case, how can the petition of our King for removing the SPLA from the Collo Kingdom villages makes sense? In fact, he is telling Salva Kiir to deploy more SPLA in the Collo Kingdom to protect the people from the so-called Collo militias.

For me, H.M Kwongo's letter is like the story of the dictator king's elephant in the English Nile Course where it was petitioned that ten elephants are needed to be added to the village to protect the farms from one elephant that have been destroying them. God have mercy!!!

I am one of the Collo youth who took up arms to defend my ancestral land from occupation by the dinkas as was the case in Canal, Anakdiar and areas of Fashoda kingdom on eastern side of the river Nile. I am totally dismayed by the way our king portrayed the issue of insecurity in the Kingdom. Who started first? Where was the King when Collo was forcefully chased away from Canal. Where was His Majesty when Salva Kiir attended the conference in Malakal and took pigi as the capital of Atar county. Who killed the people of Anakdiar, who killed and burned the village of Abanim, who last year devastated most of the areas of Fashoda County. Who killed the people in Dur in March this year? Was it militias supported by Khartoum or was it SPLA. Unless here our King means SPLA is the militia because they are ones who killed Collo since 2009. I feel stabbed at the back when our king denies telling the truth of who killed his people.
